Modern Technology Solutions, Inc. (MTSI) is seeking a Communications Support Specialist to advise the organization and its senior leaders on program execution, drafting briefings, communication strategies, drafting talking points for seniors, and assisting coordination with external organizations (e.g. oversight, other DoW offices, SAF/PA, etc.).This position provides essential day-to-day coordination across the Department of War, as necessary. Coordination will include producing, tracking, and coordinating all agreements and documentation necessary for DAF RCO systems to transition seamlessly into a framework for organizing, training and equipping the United States Air Force and United States Space Force, including coordinating with internal and external stakeholders to verify program needs are identified to meet project goals.They will assist with acquisition planning, market research, and drafting technical requirements and documents, along with advising Government leadership on design challenges, risk assessments, market solutions, documentation, production challenges, operational delivery and integration.
Your essential job functions will include but may not be limited to:
  • Lead development and oversee maintenance of overarching communication products for the organization to include, but not limited to, an organization-wide strategic vision communications plan, a stakeholder map, a living timeline of organization-wide programmatic milestones, updates to the organizational charter, and distributing communication product templates to include, but not limited to, talking papers, bullet background papers, and event preparation memoranda. Coordinate with the director of communications, or other designated government representatives, to receive organizational leadership inputs to overarching communication products and to ensure products are in-line with organizational priorities and direction.
  • Work in concert with director of communications: manage all leadership public speaking engagement invitations; research Department of Defense and Air Force Instructions relevant to public affairs and ethics to advise leadership of regulations; research speaking engagements and recommend event attendance; work with program managers to recommend to leadership talking points related to event themes, or if applicable, write speeches, and/or coordinate with leadership speaking engagement details and plans; and produce post-event summaries of any media coverage of speaking engagements.
  • Engage with individual program managers to understand the external communications environment (challenges, opportunities, and upcoming milestones) relevant to the acquisition program. Supply information to the director of communications or other designated government representative to synchronize communications across the organization and fold into the overarching communication products.
  • Provide periodic research and analysis of relevant past and current public events to program managers, director of communication, and/or other government designated representatives. Responsible for working with program security officers to receive documented approval on research plans related to programs interest areas.
  • At the direction of the program managers, organizational leadership, director of communications, or other designated government representative, develop communications and messaging guidance (CMG) at appropriate classification levels as necessary to support executive-level external communications on programmatic milestones, intentional or potential public events, and other engagements as tasked. Assist program managers with coordinating the approval and execution of CMGs with organizational leadership, external stakeholders, or other designated government representatives.
  • At the direction of program managers and in-line with applicable acquisition program security classification guides, draft publicly releasable responses to media inquires, press releases, and executive-level talking points. Assist program managers coordinate the approval of products with organizational leadership, external stakeholders, and other designated government representatives.
  • Maintain a database, at the appropriate security classification, of approved external communications.
Requirements:
  • 15+ years of experience working DoD/DoW acquisition programs.
  • Strong organizational, documentation, and analytical skills with attention to detail.
  • Strong written and verbal communication skills with experience preparing presentation materials for leadership audiences.
Education Requirements:
  • Bachelor's Degree in a related field - Required
  • Master's Degree - Desired
Clearance Requirements:
  • TS/SCI with previous SAP experience required.
