Summary: The Resource Management Professional provides analytical and programmatic support to the Blast Injury Research Coordination Office (BIRCO) within the Defense Health Agency (DHA) and U.S. Army Medical Research and Development Command (USAMRDC). This position supports the Government in monitoring and analyzing research investments, program resources, and portfolio-level data associated with the Department of Defense (DoD) blast injury research enterprise. The Resource Management Professional assists with tracking research funding, analyzing program investments, and developing analytical products used by Government leadership to maintain situational awareness of research resources and program execution. The role contributes to coordination of research program information across DoD organizations and supports development of strategic planning and reporting products used to inform leadership decision-making.
Responsibilities
Essential Job Functions:
- Provide analytical support to the Government in tracking and monitoring research program resources associated with blast injury research initiatives across the DoD research enterprise.
- Collect, analyze, and synthesize data related to research investments, funding sources, program plans, and project performance to support portfolio-level situational awareness.
- Support integration and analysis of research funding information associated with DoD planning and budgeting processes, including Program Objective Memorandum (POM) and Planning, Programming, Budgeting, and Execution (PPBE) activities.
- Maintain research portfolio data, financial tracking information, and program metrics used to monitor research program status and resource allocation.
- Assist with preparation of executive-level information products including briefings, analytical reports, quad charts, and summaries related to research investments and program status.
- Support development and maintenance of portfolio dashboards, research tracking systems, and knowledge management repositories used to monitor program activities.
- Conduct data analysis and program reviews to identify trends, resource gaps, and potential areas for program improvement.
- Assist with development of strategic planning products including program summaries, resource analyses, and research portfolio assessments.
- Support coordination of information requests and taskings related to program resources, research investments, and program execution status.
- Coordinate with DoD organizations, federal research agencies, academic institutions, and industry partners to collect information supporting research program tracking and reporting.
Qualifications
Necessary Skills and Knowledge:
- Knowledge of federal budgeting processes, program resource tracking, and program analysis.
- Strong analytical and data management skills with the ability to synthesize complex program and financial information.
- Experience preparing executive-level briefings, reports, and analytical summaries.
- Familiarity with research portfolio tracking systems, program metrics, and knowledge management tools.
- Ability to coordinate across multiple organizations to collect and consolidate program information.
Minimum Qualifications:
- Master's degree in business administration, finance, statistics, data analytics, public administration, or life sciences.
- Minimum 5 years of experience supporting program analysis, financial reporting, resource management, or research program coordination within DoD or other federal agencies.
- Experience working with federal budgeting or resource tracking systems (e.g., GFEBS, PPBE, or similar financial management tools).
- Experience conducting program analysis and developing data-driven reports or briefings.
- Clearance: Favorable adjudicated Tier 1 (NACLC); able to obtain a CAC.
- Must be a U.S. Citizen.
Preferred Qualifications:
- Experience supporting DoD medical research programs or biomedical research portfolios.
- Familiarity with Program Objective Memorandum (POM) development and PPBE processes.
- Experience supporting research portfolio analysis, program performance tracking, or resource allocation reviews.
- Knowledge of Defense Technical Information Center (DTIC) reporting requirements or federal research reporting processes.
