STV is seeking a Senior Environmental Permitting / Natural Resources Project Manager to support transportation and infrastructure projects across North Carolina and the Carolinas. This role will focus on project management, environmental permitting, and natural resources support for transportation projects while working closely with multidisciplinary engineering and planning teams.

The successful candidate will contribute to project delivery, regulatory coordination, and environmental documentation while helping support the continued growth of STV's environmental services within the transportation sector. The ideal candidate will have experience managing environmental permitting and NEPA efforts for transportation or infrastructure projects, including coordination with multidisciplinary design teams and support of alternative delivery projects such as design-build.

Position Overview

The Senior Environmental Permitting / Natural Resources Project Manager will lead and support environmental permitting and natural resources efforts for transportation and infrastructure projects. The role includes project management, technical oversight, client coordination, and regulatory agency interaction while working collaboratively with internal teams.

Key Responsibilities

Project Management & Technical Delivery

  • Manage environmental permitting and natural resources tasks for transportation and infrastructure projects.

Coordinate preparation of:

  • Wetland delineations and natural resource surveys

  • Biological assessments and environmental technical reports

  • Section 404, 401, CAMA, and related permit applications

  • NEPA and SEPA environmental documentation

  • Coordinate with engineering and planning teams to support project development and delivery.

  • Plan, conduct, and review projects of a technical nature and prepare technical reports, biological assessments, and other environmental documentation as required by state and federal regulations.

Regulatory Coordination

  • Interface with regulatory agencies including USACE, NCDWR, USFWS, and NCDOT.

  • Ensure project compliance with applicable local, state, and federal environmental regulations.

  • Maintain awareness of regulatory changes affecting environmental permitting and natural resources.

Client Coordination & Business Support

  • Coordinate with project managers and clients to deliver environmental services.

  • Support preparation of proposals, scopes of work, and technical reports.

  • Participate in client meetings and project coordination efforts.

Technical Leadership

  • Provide technical guidance and quality review for environmental deliverables.

  • Mentor junior environmental staff and support collaboration across multidisciplinary project teams.

Qualifications

  • Bachelor's degree in environmental science, Ecology, Natural Resources, or a related field (Master's degree preferred).

  • 15+ years of experience in environmental permitting or natural resources consulting.

  • Experience supporting transportation or infrastructure projects.

  • Experience preparing 404, 401, CAMA, and related environmental permit applications and related exhibits.

  • Knowledge of state and federal environmental regulations relating to SEPA and NEPA guidelines and preparation of related environmental documentation.

  • Experience conducting natural resource field evaluations such as stream and wetland delineation, threatened and endangered species surveys, and familiarity with SHPO coordination.

  • Experience planning, conducting, and reviewing technical environmental projects and evaluating construction and maintenance projects for environmental compliance and stewardship.

  • Experience supporting NCDOT or other state DOT transportation projects is strongly preferred.

Skills

  • Strong knowledge of environmental laws and policies related to natural resources.

  • Experience managing project scope, schedules, and budgets.

  • Experience coordinating with regulatory agencies and multidisciplinary teams.

  • Proficiency in MicroStation, AutoCAD, ArcGIS, or similar software is a plus.

Work Environment

  • Combination of office-based work and field visits.

  • Occasional travel to project sites, regulatory meetings, and conferences.

Compensation Range:

$124,726.29 - $142,544.33
