How your work would contribute to our organization and the Twin Cities region:
The
Human Resources Manager - Occupational Health
provides leadership to Council directors, managers, supervisors, and employees regarding occupational health programs and services provided by the Council. Under the direction of the Senior Manager, the incumbent will lead the Occupational Health function, including oversight of the Disability Management program for all divisions of the Council and administration of the Americans with Disabilities Act (ADA) reasonable accommodation process for employees and applicants. This position provides work direction, coaching, and direct supervision to the Occupational Health Specialists and Human Resources Assistants within the unit. In addition, the Manager may provide high-level assistance and work direction to the Employee Resource Center (leave administration) and Drug and Alcohol work units.
Anticipated Starting Salary Range (DOQ*): $101,744 - $145,000
Full Salary Range: $101,744 - $165,152
* The starting salary will depend on the selected candidate's experience and education as well as internal salary equity.
This position is eligible for a hybrid (onsite three days per week) telework arrangement. Candidate's permanent residence must be in Minnesota or Wisconsin.

What you would do in this job
-
- Assign, plan, and monitor the workflow of the Occupational Health team to ensure the effective utilization of resources.
- Manage the Council Disability Management programs, including return to work programs, fitness for duty exams, medical disqualifications, and the ADA reasonable accommodation interactive process for employees and applicants.
- Provide expert critical incident consultation to Council leadership regarding approval and denial of medical leaves of absence and Council paid leave benefits, such as salary continuance and paid parental leave.
- Assist in the review, evaluation, and update of Council Occupational Health policies and procedures to comply with state and federal law and Council processes.

What education and experience are required for this job (minimum qualifications)
-
Any of the following combinations in completed education (degree field of study in Human Resources, Business, Public Administration, Nursing, Occupational Health, Public Health, or a closely related field) and experience (managing a broad Human Resources function or an Occupational Health program, including the areas of employee disability case management, return to work, fitness for duty and restricted duty, Americans with Disabilities Act [ADA], and leave designation and administration):
- High school diploma/GED with ten or more years of experience, including three or more years of experience in a supervisory, management, or lead worker role
- Associate degree with eight or more years of experience, including three or more years of experience in a supervisory, management, or lead worker role
- Bachelor's degree with six or more years of experience, including three or more years of experience in a supervisory, management, or lead worker role
- Master's or higher degree with four or more years of experience, including three or more years of experience in a supervisory, management, or lead worker role
What additional skills and experience would be helpful in this job (desired qualifications):
- Master's degree in related field.
- Related work experience with a public sector employer.
- Related work experience in a unionized environment.
- Experience promoting an equitable, positive, and respectful work environment that values culture and diversity among all employees.
What knowledge, skills, and abilities you should have within the first six months on the job:
- Knowledge of integrated employee disability management, including intake, case management, return to work, fitness for duty, and leave administration.
- Ability to successfully interact with individuals at all levels of the organization.
- Ability to make sound decisions based on complex situations with ambiguous circumstances.
- Ability to implement programs and administrative controls, and ensure concise, reliable, and timely record-keeping.
- Skill in developing, motivating, and fostering collaborative relationships inside and outside the organization.

What your work environment would be:
You would perform your work in a standard office setting. Work may sometimes require travel between your primary work site and other sites.

If you are new to the Metropolitan Council, you must pass a drug test (safety-sensitive positions only), and a background check which verifies education, employment, and criminal history. A driving record check and/or physical may be conducted if applicable to the job. If you have a criminal conviction, you do not automatically fail. The Metropolitan Council considers felony, gross misdemeanor, and misdemeanor convictions on a case-by-case basis, based on whether they are related to the job and whether the candidate has demonstrated adequate rehabilitation.
