HDR is providing PM/CM services for the Los Angeles World Airports ATMP Landside Improvements Project. The project will deliver critical improvements to the roadways, streets, and thoroughfares in and around the Los Angeles International Airport (LAX) campus. HDR will assist with the management of projects throughout the design, preconstruction, and construction phases, from inception to closeout. HDR is proud to lead a strong team of world-class professionals to sculpt this project that is a key part of the infrastructure transformation ahead of the 2028 Olympics and will serve millions of travelers and Angelenos for decades to come.

Temporary Support Structures Representative for the LAWA ATMP Roadway Improvements project is a Key Role under LAWA's PMCM Team responsible for the technical control of all temporary structures work on a roadside construction project. They provide oversight and expert guidance, ensuring that temporary support structures such as falsework, formwork, scaffolding, shoring, column / rebar guying, temporary support system, haul bridges, unconventional loading on permanent structures, bridge demolition support systems are designed and built according to local laws, State standards and contract specifications.

Responsibilities include inspecting work, reviewing and approving shop drawings, managing contract administration, coordinating with various parties, and ensuring materials testing and documentation are correct.

Key roles and responsibilities

  • Field oversight and inspection: Support LAWA Inspection Team and LAWA PMCM to conduct risk-based inspections throughout all phases of temporary structures construction, from initial work to the temporary structure removal, to ensure compliance with contract documents and Caltrans standards.

  • Technical review: Review and approve contractor action submittals, and perform calculations for elements like alignment, grade, and temporary works (e.g., falsework, scaffolds, formworks, shoring, column guying, Bridge demolition, bridge overloads, haul brides etc).

  • Perform an independent engineering review of the submitted temporary support system shop drawings such as but not limited to falsework, scaffolding, formwork, shoring, column / rebar guying, bridge demolition plans, bridge overloads, haul bridges etc. The temporary structure representative or other registered engineer who performs the review must stamp the independent review calculations.

  • Verify that the actual field conditions match those depicted in the temporary support system submittal.

  • Submit the temporary support system plans, contractor's calculations, and the structure representative's independent check calculations to the Caltrans structure oversight engineer for concurrence.

  • Contract and project administration: Handle technical and contractual administration, including monitoring project progress, coordinating with the Structures Construction Manager and Senior Construction Manager on payments, and responding to contractor requests.

  • Coordination: Act as a liaison between the contractor, LAWA Resident Engineer, PMCM Team, LAWA Inspection, Caltrans Oversight Resident Engineer and Structures Representative, LA BOE, LA DBS and other consultants, and potentially utility companies.

  • Documentation and reporting: Prepare daily inspection reports, maintain accurate as-built records, and ensure all project documentation relevant to the temporary structures, including material certifications, is complete and compliant.

  • Safety: Monitor and enforce compliance with safety regulations and coordinate with a Structures Project Safety Coordinator for specialty work.

Preferred Qualifications
  • The Temporary Support Structure Representative should have a minimum of five (5) years of responsible experience performing the duties as a Structure Representative, or ten (10) years of responsible experience as an Assistant Structure Representative, for similar Caltrans and/or Caltrans Oversight projects involving construction of CIP PT Box Girder Bridges, Caltrans Standard and Modified Retaining Walls, Overhead Sign Structures, Machine Soil Mixing (MSM), Large Diameter CIDH Piles in Dry & Wet conditions using Oscillators and/or temporary casings, independent review and analysis of temporary structures such as falsework, shoring, column guying, bridge removal / demolition etc.
  • The Temporary Support Structure Representative must be a registered professional engineer licensed in the State of California in good standing with the California State Board for Professional Engineers, Land Surveyors, and Geologists at all times while assigned to work on this contract and in the Task Orders.

Required Qualifications
  • Bachelor's degree in Engineering, Construction Management or closely related field
  • 10 years related experience in various aspects of construction including estimating, bidding, preparing purchase orders and subcontracts, scheduling, and field engineering
  • Requires professional engineering license recognized by the licensing board for the location of the position offered. Example: Professional Engineer (PE or P.Eng) license.
  • Experience with Microsoft Office (Word, Excel, Outlook); Bluebeam, estimating & scheduling software, and web-based document collaboration software
  • Experience developing and managing construction engineering and inspection programs
  • Must have excellent verbal and written communication skills
  • An attitude and commitment to being an active participant of our employee-owned culture is a must

The expected compensation range for this position depends upon skills, experience, education and geographical location. (Stated benefits are for full-time regular positions.
