Project Manager:

The Housing Opportunities Commission of Montgomery County (HOC) was established in 1974 to better respond to the County's need for affordable housing. HOC is authorized to acquire, own, lease, and operate housing; to provide for the construction or renovation of housing; obtain financial assistance from any public or private source to assist its housing activities; and arrange for social services, resident services and daycare.

Job Description:

The Project Manager is responsible for assisting with the new construction, rehabilitation and modernization of HOC's housing, which comprises of single-family homes, townhomes, and apartments. Position will be responsible for management of professional service and Construction contracts and with hazardous substance abatement.

An employee in this class requires considerable knowledge of construction management, building/property inspection survey procedures, and budget administration. The ability to provide clear, concise written and oral directives to contractors and employees of HOC is fundamental to this position. An employee in this class must be capable of successfully managing several new construction and rehab projects simultaneously.

Contacts are employees throughout HOC and other government agencies including HUD, the Montgomery County Government, contractors, private management companies and HOC residents. The work involves exposure to the outdoors and extensive driving of a vehicle to travel between sites. It also requires walking over uneven surfaces, climbing stairs and ladders, and carrying light-weight items.

Examples of Duties:

  • Assist in the development of Scopes of Work.
  • Assist with the assessment of physical and managerial needs, plans, specifications, and construction estimates for the rehabilitation of HOC-owned and managed properties.
  • Assist in the development of budgets for construction/rehabilitation work.
  • Obtain quotes for work to be completed.
  • Develop Invitations for Bid and Requests for Proposals.
  • Coordinate with the Procurement Office to ensure efficient engagement and contracting with contractors.
  • Provide preliminary review and approval of proposed Change Orders.
  • Document and Contract review.
  • Monitor contractor performance for compliance with plans, specifications, including the giving of concise verbal and written communication.
  • Procure, and or assist vendors with securing required trade permits.
  • Assistance with regulatory compliance with State and Federal OSHA, the MDE and HUD LBP programs.
  • Coordinate inspections with County inspectors to review work in place in accordance with program funding guidelines.
  • Monitor construction budgets, and assist with the allocation of construction dollars based upon changing conditions.
  • Provide written and verbal reports for supervisor(s) and Executive Staff on an as-needed basis.
  • Perform periodic pre-purchase inspections on possible acquisitions.
  • Perform periodic inspections on HOC-purchased MPDU units.
  • Perform other duties as assigned.

Minimum Qualifications:

Experience:

  • At least four years' of progressively responsible experience in construction management with an emphasis on the renovation of multifamily and scattered site properties.

Education:

  • Requires graduation from an accredited college or university with a Bachelor's degree in architecture, engineering or related field.

Knowledge, Skills & Abilities:

  • Must Considerable knowledge of construction management, construction inspection, and building code compliance.
  • Knowledge of contract administration and budget administration.
  • Knowledge of local and national building codes.
  • Knowledge of Davis Bacon Regulations.
  • Computer skills including Excel and Word for Windows, and construction management software.
  • Good communications skills, both oral and written.
  • Ability to deal with others equitably, effectively and tactfully.
  • Ability to consistently meet deadlines.
  • Ability to consistently manage several renovation projects simultaneously.
  • Ability to supervise contractors.
  • Bilingual in English/Spanish is a plus.

* Grade 25- Min: $74,529/ Mid: $99,345/ Max: $124,160 | Salary determined by departmental budget- Offer commensurate with experience
