Overview

TRC is looking for an Operational Technology (IT) / Information Technology (OT) Program Manager to join our team.

We are seeking a highly skilled and experienced IT/OT Program Manager to lead complex technology projects within the energy sector. The Program Manager at TRC plays a critical role in delivering strategic technology programs for electric and gas utility clients. This role involves leading client engagements that focus on modernizing utility IT ecosystems, integrating operational and enterprise systems, and driving digital transformation. The Program Manager acts as both a trusted advisor and delivery lead, ensuring high-quality outcomes while aligning client goals with regulatory, operational, and technological demands across the utility landscape. The ideal candidate will possess advanced project management expertise, technical acumen, and leadership capabilities to deliver strategic energy initiatives that align with our client's goals. This role requires an individual who thrives in a dynamic, fast-paced environment and has a proven track record of managing large-scale projects, driving innovation, and achieving excellence in systems integration.


Responsibilities

  1. Client Program Leadership
  • Serve as the primary program lead for utility client engagements, overseeing IT programs related to areas such as grid operations, grid modernization, asset management, advanced metering, and geographic information systems.
  • Develop and maintain strong client relationships to understand business needs and tailor consulting solutions and delivery accordingly.
  • Ensure program alignment with utility-specific regulations, policies, and strategic initiatives.
  1. Project Oversight & Delivery Management
  • Oversee multiple concurrent projects across client portfolios, ensuring coordination, prioritization, and consistent delivery.
  • Lead program planning, risk management, quality assurance, and stakeholder reporting in a consulting context.
  • Drive value delivery and continuous improvement through program governance structures and best practices.
  1. Team Leadership & Collaboration
  • Manage internal technology resources, subject matter experts, and subcontractors assigned to client programs.
  • Foster collaboration across client stakeholders, including IT, operations, regulatory, and executive leadership.
  • Support talent development and mentorship of project management staff.
  1. Business Development Support
  • Assist with proposal development, project scoping, and pre-sales activities as a subject matter expert.
  • Identify client growth opportunities through strategic advisory and program expansion.
  • Contribute to thought leadership and industry knowledge sharing within the firm.
  1. Regulatory & Compliance Insight
  • Guide clients through regulatory requirements and best practices in utility IT governance, including standards from NERC, FERC, and state utility commissions.
  • Ensure all program components adhere to cybersecurity, data privacy, and risk management frameworks relevant to the utility industry.

Qualifications

Education:

  • Bachelor's degree in Computer Science, Engineering, Project Management, Business, or a related field.
  • A master's degree or advanced certifications (e.g., PMP, SAFe) is highly preferred.

Experience:

  • Minimum 12 years of project management experience, with at least 5 years in the utility sector.
  • Proven expertise in managing complex multi-million-dollar IT/OT projects involving energy utility technologies, or advanced grid technologies.

Technical Skills:

  • Strong knowledge of energy technologies, including utility operations and electric/gas grid infrastructure.
  • Proficiency in project management tools and methodologies (e.g., Agile, Waterfall, MS Project, Jira).
  • Familiarity with industry standards and regulations (e.g., NERC, ISO).

People Skills:

  • Exceptional leadership and decision-making skills with a track record of managing diverse teams.
  • Advanced problem-solving and analytical abilities.
  • Strong interpersonal, negotiation, and conflict resolution skills.
  • Outstanding verbal and written communication skills, with experience presenting to executive stakeholders.

Compensation: In accordance with local law, the below salary range is applicable for the job and location associated with this requisition. Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.

Other Compensation:Employee may be eligible for participation in the Company's annual Discretionary Bonus Program which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators which vary by year and employee.
