Tharros is seeking a highly experienced Program Manager to lead a major U.S. Navy cybersecurity operational test and evaluation (OT&E) program supporting advanced cyber mission testing, Red Team operations, and operational technology (OT) assessments.

This is a key leadership position responsible for the successful execution of a multi-disciplinary program supporting Navy cyber testing and evaluation activities. The Program Manager will oversee program strategy, staffing, budget execution, operational coordination, and reporting while managing a team of technical experts supporting Navy cyber mission requirements.

The ideal candidate brings deep experience managing Naval cybersecurity programs, including oversight of Red Team operations, cyber test planning, and operational evaluation activities. This leader will work closely with senior government and military leadership to ensure testing objectives, operational readiness, and cybersecurity capabilities are effectively evaluated and delivered.

This role requires a strategic leader who understands both program management and operational cyber environments within the Department of Defense.

Program Leadership & Execution


  • Lead the overall execution of a Navy cybersecurity operational test and evaluation program, ensuring mission objectives, schedules, and deliverables are met.
  • Provide strategic program leadership for a workforce of 25+ cybersecurity professionals, engineers, analysts, and Red Team operators.
  • Oversee program performance across multiple concurrent technical efforts and cyber testing initiatives.


Cyber Operations & Testing Oversight


  • Manage and coordinate Navy Red Team operations supporting cybersecurity assessments and operational testing.
  • Oversee test planning, coordination, execution, and reporting for cyber and operational technology (OT) test events.
  • Ensure effective collaboration between technical teams, government stakeholders, and operational units supporting cyber mission testing.


Program Management & Financial Oversight


  • Manage program budget, resource allocation, staffing plans, and financial tracking to ensure contract performance and fiscal accountability.
  • Provide centralized financial analysis, cost tracking, and reporting for contract funding, travel, and expenditures.
  • Ensure program activities align with contract requirements, government regulations, and reporting standards.


Government Engagement & Reporting


  • Interface with government leadership, including the OPTEVFOR Contracting Officer Representative (COR) and Technical Point of Contact (TPOC).
  • Deliver executive-level briefings to senior government and military leadership on program performance, risks, and operational outcomes.
  • Oversee the preparation and delivery of monthly program status reports, financial reports, and technical documentation.


Contract Management & Operational Coordination


  • Coordinate the efforts of subcontractors and ensure compliance with all contractual requirements and federal regulations.
  • Ensure all TTPs (Tactics, Techniques, and Procedures), SOPs, and operational documentation are maintained and updated.
  • Monitor contract deliverables and ensure all program activities are executed effectively across labor categories.
  • Project Management Professional (PMP) certification OR minimum 5 years of experience managing DoD cybersecurity or Navy OT&E programs
  • Minimum 5 years of experience managing Naval Cyber programs
  • Demonstrated experience managing or overseeing Navy Red Team operations or cyber assessment teams
  • Minimum 3 years of experience in financial analysis and program budget management
  • Minimum 3 years of experience briefing senior government and military leadership
  • Minimum 3 years of proficiency with Microsoft Office (Word, Excel, PowerPoint, Project)
  • Demonstrated experience managing a technical workforce of 25+ personnel, including subcontractors
  • Active TS/SCI security clearance
  • Proficient in Microsoft Office Suite to include Teams or similar workplace chat and videoconferencing tools.
  • Excellent written and verbal communication skills.


Highly Desired Experience


  • Experience supporting Navy Operational Test & Evaluation environments
  • Background supporting Fleet Cyber Command, NAVWAR, NSA, or OPTEVFOR cyber programs
  • Experience with Operational Technology (OT) cybersecurity testing
  • Familiarity with cyber mission force operations, adversarial emulation, and red team methodologies
