Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is seeking an Senior Medical Advisor - Military & Civilian Health Programs to provide senior-level medical subject matter expertise in support of large, complex military-civilian health programs. This role delivers authoritative medical guidance to leadership, informs program strategy with medical and operational insight, and strengthens the medical validity and operational relevance of initiatives across a diverse portfolio.

This position supports the Uniformed Services University of the Health Sciences and its National Institute for Defense Health Cooperation (NIDHC). The mission of NIDHC is to support military and civilian health operational readiness for crisis and conflict. NIDHC serves as a central coordination and support hub for health operational readiness across the U.S. government and collaborates with multiple federal departments including the U.S. Department of War and interagency partners.

The Senior Medical Advisor translates clinical, public health, and operational medicine knowledge into actionable guidance, ensures medical and scientific rigor across programs, and supports integration of medical best practices into planning, policy, education and training, and execution. This role requires deep medical expertise, strong analytical capability, and the ability to work collaboratively across military, civilian, academic, and contractor teams. Key programs of support include the Institute's Training and Education portfolio and the Pre- and Post-Crash Care Program in support of the Department of Transportation's National Highway Traffic Safety Administration.

Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.


  • Provide senior-level medical guidance on program direction, medical risk, readiness considerations, and health impacts across military-civilian health initiatives.
  • Integrate clinical, operational, and public health perspectives into program strategies, plans, and policies to ensure medical accuracy, feasibility, and alignment with operational requirements.
  • Advise program managers and technical leads on medical aspects of program design and execution, including standards of care, clinical protocols, surveillance, readiness metrics, and medical capability development.
  • Review emerging medical, scientific, and operational health data and literature; develop evidence-based recommendations to address gaps, improve outcomes, and strengthen health readiness programs.
  • Review and validate medical and scientific content in reports, plans, concept papers, and briefings to ensure technical accuracy and clinical relevance.
  • Develop and deliver high-impact medical briefings, white papers, and decision support materials for senior leaders and interagency stakeholders, translating complex medical issues into clear operational implications.
  • Engage with clinical, public health, and operational stakeholders across military, federal civilian, academic, and partner organizations to promote shared understanding and medically sound approaches.
  • Support medical and operational planning for major initiatives, exercises, and response efforts, ensuring appropriate medical considerations are incorporated into plans and coordination activities.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance and participation in required training for the role.


Education and Experience

  • Master's degree in Public Health, Health Policy, or related field required. Medical degree preferred (MD or DO).
  • Nurse Practitioners or Physician Assistants with EMS experience may also be considered.
  • Minimum of 10 or more years of progressive experience in clinical, military, operational, or public health leadership roles required.
  • Board certification in a relevant clinical specialty (e.g. Emergency Medicine, Trauma) strongly preferred.
  • Understanding of how blood transfusions are administered is preferred.
  • Experience advising senior leaders on medical or health readiness matters strongly preferred.

Required Knowledge, Skills, and Abilities

  • Served as a primary medical authority and consultant, providing decisive technical guidance on operational health challenges and authoring evidence-based protocols adopted across regional public health environments.
  • Experience supporting complex military and/or civilian health or readiness programs.
  • Strong ability to interpret clinical and scientific data and translate findings into operational and policy-relevant recommendations.
  • Ability to synthesize complex medical and operational information into clear courses of action for senior stakeholders.
  • Knowledge of military and federal health systems, medical readiness, and health security concepts.
  • Ability to work effectively with senior military officers, federal civilians, clinicians, scientists, and contractors.
  • Excellent written and oral communication skills, including medical and executive-level briefings.
  • Strong interpersonal and collaboration skills in cross-functional and interagency settings.
  • Ability to operate effectively in adaptive, high-visibility environments with evolving priorities.
  • Ability to obtain and maintain a T1/Public Trust background check.

Work Environment

  • This position will take place primarily in an office setting.

Compensation

  • The annual salary range for this position is $127,000 - $190,000. Actual salary will be determined based on experience, education, etc.
