The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

SPAs NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage.

We have a near-term need for a Command Network Systems Analyst to provide onsite support out of Allied Command Transformation (NATO) in Norfolk, VA.


Responsibilities

The candidate will support the management, revision, and execution of the NATO Digital Backbone (NDBB) Capability Programming Strategy. They will provide products and support services to the CIS Branch in support of the main NATO Command Information Systems Initiative activity to provide enterprise architecture support for the following tasks: conduct NDBB activities, plan and facilitate workshops, develop capability requirements across related efforts, support stakeholder engagement and current initiative work, develop presentations, and consult with enterprise architecture. The position will also engage program directors to support individual capability development.


Qualifications

Required:

  • Demonstrable experience (4+ years) in CIS capability integration, systems engineering, Project Management, CIS requirements, or equivalent.
  • Bachelor's degree in a relevant field (Computer Science, Engineering, Information Sciences and Technology, Mathematics, Business Management etc.).
  • Active NATO Secret or National clearance.
  • Ability to participate effectively in high-level discussions, workshops, and prepare professional, high-quality documents and briefings for review.
  • Knowledge and experience (3+ years) of project management.
  • Demonstrable experience (3+ years) in conducting studies and providing coherent papers explaining study results and recommendations.
  • Knowledge of NATO, its organizational structure, and previous experience working in the defense environment or technical development.
  • Familiarity and knowledge of the specific area of communications-information systems such as data centers, cloud computing, communications, and application services.
  • Able to work fully onsite based on client needs.
