HDR Engineering is looking for a Power Delivery Program Manager for a large-scale Power Delivery client. Primary Responsibilities The primary duties of the Power Delivery Program Manager are to drive, oversee, and support the scoping and execution of a portfolio of power delivery services, including substations, transmission lines, and associated strategic services (i.e. environmental permitting, right of way acquisition, survey, geotechnical investigations) for large scale Power Delivery clients. The Program Manager will focus on delivering world class Power Delivery projects of all sizes and complexity, and under various contract models, by leveraging teams of Project Managers, Engineers, subject matter experts, and project support staff locally and across the organization. Specific duties include:
- Develops and maintains relationships with local and national clients across the Power Delivery Practice
- Responsible for development and management of large scale, multidisciplinary programs, including management of individual projects within the programs, project resourcing, scope/schedule/budget development, and client management.
- Works closely with local and national leadership and project teams to assemble Program Execution Plans and oversee subsequent execution of such plans, including quality management, risk management, communication plan, staffing plan, change management, etc.
- Identifies and mitigates risks (i.e. contract terms, staffing, project financials, change orders, schedules, technical expertise, safety) associated with the programs
- Works closely with discipline leads and project managers to focus on project scoping and execution of project opportunities that constitute a program-scale effort
- Develops and oversees a program structure of project controls support, discipline leads, project managers, subject matter experts, and project teams with Regional and Area leadership in multiple offices to support the needs of the programs
- Works with local, regional, and national operations and technical leadership to build capabilities through recruitment and staff training
- Works hand in hand with clients, principals in charge (PIC), client managers, PMs, design managers and execution teams through sound project controls
- Owns the overall quality and safety delivery of the programs
- Coordinates with project managers to oversee project reporting, earned value management, project set up and closeout, and onboarding of program staff.
- Participates in and presents to client during program progress meeting
- Works independently and may direct, mentor, train, and/or supervise one or more staff
Preferred Qualifications
- Master's degree in Engineering, Construction Management, Sciences, Business Administration, or a closely related field
- Professional Engineering License
- 5+ years of Power Delivery substation or transmission line design experience preferred.
- PMI Project Management Professional (PMP) certification
- PMI Program Management Professions (PgMP) certification
- CMAA Certified Construction Manager (CCM) Certification
- AICP Certification
- Experience participating in the consultant or owner program management team of at least one [transportation/water/resources] infrastructure program(s) with a capital value of $350 million
- Knowledgeable of other alternative delivery/contract models, such as public-private partnership (P3), design-build-finance-operate-maintain (DBFOM), and engineering procurement construction (EPC)
- Experience working in an integrated fashion within a Program Management Office (PMO) comprised of consultant and client staff
- Willingness to travel and, if needed, commute to a client's site temporarily

Required Qualifications
- Bachelor's degree in Engineering, Construction Management, Planning, Sciences, Business Administration, or a closely related field
- Program management experience consistent with one of the following requirements:
- A minimum of three (3) years of program management experience in a deputy role to the Program Manager for the delivery of one or more programs, with a cumulative capital value of $200 million or more, or;
- A minimum of five (5) years of program management experience as a Project Manager or Project Controls Manager for the delivery of one or more programs, each with a capital value of $200 million or more, or;
- A minimum of ten (10) years of project management experience as a Project Manager directing a multi-disciplinary team for the delivery of at least two (2) projects, each with a capital value of $50 million or more
- Strong leadership skills with experience building a cohesive team culture and managing team members in various locations.
- Excellent communication skills. Comfortable presenting to client executives and in front of a large audience in a public setting
- Management experience with the implementation of projects or programs using alternative and collaborative delivery methods, including design-build (DB), progressive design-build (PDB), and/or construction management at-risk (CMAR)
- Familiar with the various tools used to manage large programs - PMIS, CMIS, scheduling, cost control, document management, risk management, asset management, dashboard analytics, etc.
