Job Summary

The Director, Public Policy is responsible for developing and executing the organization's legislative, regulatory, and policy strategy in support of air and ground emergency medical services (EMS). This individual serves as a subject matter expert and lead policy advisor on EMS-related matters at the federal, state, and local levels-monitoring legislation, analyzing regulatory impacts, engaging with policymakers, and advocating for the organization's strategic objectives.

This is a high-impact individual contributor role with no direct reports, requiring the ability to collaborate cross-functionally and represent the organization to external stakeholders including legislators, regulatory agencies, advocacy groups, and healthcare coalitions.

Key Responsibilities

Legislative & Regulatory Policy Leadership

  • Monitor, analyze, and interpret legislation and regulations that impact EMS operations, reimbursement, clinical protocols, licensing, and emergency preparedness.
  • Develop position statements, comment letters, briefing materials, and advocacy strategies in response to proposed policies affecting air and ground EMS.
  • Track and communicate emerging policy trends in Medicare, Medicaid, private payors, and healthcare reform with a focus on emergency transport.
  • Advocacy & Stakeholder Engagement.
  • Represent the organization in meetings with legislators, regulatory bodies (e.g., CMS, DOT, FAA, state EMS offices), and healthcare coalitions.
  • Build and maintain strategic relationships with industry associations, public officials, and EMS advocacy groups.
  • Participate in external coalitions or task forces related to mobile healthcare, emergency response, and transport innovation (e.g., ET3, community paramedicine).
  • Internal Policy Guidance & Alignment
  • Serve as the organization's internal expert on EMS-related public policy and advise senior leadership on policy implications and opportunities.
  • Work closely with legal, compliance, clinical operations, and reimbursement teams to align business strategies with current and evolving policy environments.
  • Prepare internal briefings, impact assessments, and strategy recommendations for executive leadership.
  • Public Affairs & Communications Support.
  • Collaborate with marketing and communications teams to shape messaging related to policy positions, public statements, and legislative outcomes.
  • Contribute to media responses, white papers, public testimonies, and industry presentations related to EMS policy issues.
  • Support crisis response and rapid policy analysis in emergency or disaster response scenarios.

Qualifications

Education

  • Bachelor's degree in Public Policy, Political Science, Health Administration, Law, or related field required.
  • Master's degree (MPA, MPP, MPH, or JD) strongly preferred.

Experience

  • 8+ years of experience in healthcare public policy, government affairs, or legislative advocacy.
  • In-depth understanding of emergency medical services, including reimbursement models, licensure, air medical regulations, and 911 systems.
  • Experience working with or within legislative/regulatory environments, including CMS, state EMS offices, or relevant industry associations.
  • Skills & Competencies
  • Deep knowledge of federal and state healthcare policy, especially as it relates to EMS, Medicare/Medicaid, and emergency response.
  • Strong research, analysis, and writing skills, with the ability to synthesize complex policy issues for diverse audiences.
  • Confident public speaker and communicator with strong interpersonal and persuasion skills.
  • Proven ability to build relationships across political, industry, and community lines.
  • Self-directed, collaborative, and able to manage multiple high-impact projects in a fast-paced environment.

Working Conditions

  • Hybrid or remote with periodic travel to Washington, D.C., state capitals, industry events, or organizational sites. Generally 10% travel time expected.

  • Some evening or weekend availability may be required for legislative hearings or public forums.
