HJF is seeking an IT Architect I to design and implement the overall information systems infrastructure that will adequately support HJF or client research and administrative activities. This role will provide an architectural framework for information system development, maintenance and enhancement efforts, develop Information Technology (IT) road maps for applications aligned with the University's enterprise architecture and security compliance standards, and align development plans in order to ensure effective integration among component systems and approved cloud services.

The role encompasses several key responsibilities, including offering Cloud Deployment Support by assisting developers and researchers with existing cloud deployment projects and maintaining a strong understanding of current cloud services. Furthermore, the position requires robust user support and outreach, which involves addressing user questions, performing outreach, and communicating vital information. Finally, the role demands effective collaboration and governance support, achieved through communication with the governance committee, working closely with Uniformed Services University (USU) Office of Chief Information Officer (OCIO) or their representative, and engaging with other IT stakeholders to successfully implement project objectives.

This position will be in support of The Murtha Cancer Center Research Program and the USU School of Medicine expanding the use of the Academic Research Cloud (ARC).

Note: This position requires U.S. Citizenship.

  • Evaluate and analyze existing systems. Work with the governance committee to determine the needs for new systems and specifications.
  • Build quality infrastructure solutions using cloud infrastructure best practices that meet requirements.
  • Advise clients on solution offerings, strategy, designs, specific technologies, implementation approaches and alternatives/trade-offs.
  • For new major initiatives, architect infrastructure and policies as well as design, coordinate and implement solutions.
  • Manage change in accordance with business best practices.
  • Ensure projects meet security standards and are properly integrated with current applications.
  • Architect, engineer and build quality cloud and data pipeline infrastructure solutions.
  • Provide cloud engineering/bioinformatics design solutions including supporting Google Cloud and similar technologies.
  • Devise logical procedures and prepare documentation and flowcharts to ensure all systems and network infrastructure are properly documented.
  • Develop methodologies and implement best practices for performing coding, testing, and debugging.
  • Perform development, testing and debugging of code in order to support systems and network infrastructure.
  • Provide mentoring and guidance to IT staff, Data Managers and business leadership as an IT Subject Matter Expert (SME).
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for the role.

Education and Experience

  • Vocational or technical training or Degree: Associates or Bachelor's Degree preferred in Computer Science, Cybersecurity, Information Technology, or related field.
  • Minimum of 6-8 years of relevant work-related experience required.

Licenses and Certifications

  • Required Certifications: CompTIA Security+, ISC2 CISSP, or equivalent under DoD 8570.01-M requirements.
  • Preferred Certifications: Google Cloud Certified Professional Cloud Architect certification, Google Cloud Associate Cloud Engineer, or equivalents from AWS or Azure.

Required Knowledge, Skills and Abilities

  • Proficiency in network architecture and engineering.
  • Skilled in cloud infrastructure management and monitoring, including command line skills and facility with UNIX/Linux operating systems.
  • Experience designing and implementing cloud strategies using cloud and hybrid cloud frameworks, including Google Cloud, AWS, or Azure.
  • Knowledge of data science, biomedical, bioinformatics and digital health technology.
  • Strong technical proficiency in Google Cloud Platform (GCP) is required. Familiarity with AWS or Azure is advantageous.
  • Knowledge of Kanban, Agile and Scrum frameworks.
  • Proven experience implementing and managing infrastructure according to Infrastructure as Code (IaC) principles, utilizing Terraform and Continuous Integration/Continuous Deployment (CI/CD) methodologies.
  • Excellent written and oral communication skills to work with a wide variety of personnel of varied technical knowledge.
  • US Citizenship and the ability to obtain and maintain a T3/Secret Clearance.

Physical Capabilities

  • Ability to stand or sit at a computer for prolonged periods.

Work Environment

  • Remote
  • Please note, the preferred candidate will reside in the DMV (DC, Maryland, Virginia) metropolitan area.

Compensation

  • The annual salary range for this position is $105,800-$140,000. Actual salary will be determined based on experience, education, etc.
