How your work would contribute to our organization and the Twin Cities region:

This Financial Analyst/Principal Financial Analyst position is part of the Treasury team in Regional Administration Finance. Treasury oversees Council-wide banking, investments, and debt management. This position will concentrate on overseeing current banking products and services, implementation of new banking products and services, and accounting and reporting for investment portfolios. The position will also provide oversight and assistance for most Treasury functions.

This is a visible position that will interact with various finance departments and all Council divisions to support banking product and service needs, and lead banking and investment procurement and implementation projects. The analyst will act as the point of contact for external banking, merchant banking, investment, and custody partners. It requires strong people skills, organization, the ability to lead projects and make presentations, accounting skills, and strong knowledge of banking products.

NOTE: This position is eligible for a hybrid (remote and onsite) telework arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin. This position will create a six-month eligibility list for current and future openings.


What you would do in this job

Financial Analyst:

  • Oversee all banking portals used by the Council. Administer and monitor portal user access and authorizations.
  • Act as the Council-wide contact for banking related services. Ensure all divisions have banking services needed and operating properly.
  • Act as project manager for implementation of new banking services.
  • Act as the lead for Banking and Custody RFPs.
  • Work closely with the Treasury Senior Accountant. Act as a back-up for daily banking tasks.
  • Partner with the Treasury Senior Accountant on monthly investment accounting.
  • Assist the Treasury Director with investment reporting and presentations. Design and prepare reporting, presentations, and other materials for the Council's quarterly Investment Review Advisory Committee meetings.
  • Prepare various year-end investment reports used in the Annual Consolidated Financial Report. Provide investment information to Auditors.
  • Act as the point of contact for the Council's banking, merchant, broker and custody partners.
  • Prepare reconciliations and financial analyses of accounts to ensure the integrity of financial information.
  • Assist with other accounting and reporting as assigned by Treasury Director.
  • Provide a high level of customer service to all staff and stakeholders.

Principal Financial Analyst:
In addition to responsibilities at Financial Analyst level, the Principal Financial Analyst has greater breadth:

  • Build and present Business Items to Council Committees.
  • Work with divisions proactively to understand their business and banking needs.
  • Broad knowledge of many banking products and services and the ability to recommend products that improve processes.
  • Oversee merchant banking and understand PCI security standards.
  • Plan, implement and maintain new financial systems.
  • Analyzes daily financial and investment reporting.
  • Prepares ad hoc analysis for management.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of experience in an accounting, banking, or investment environment including the implementation and use of banking products and services, financial markets and fixed income investments, or other applicable financial systems; and completed education in accounting, finance, business administration or closely related field.

Financial Analyst:
  • High school diploma or GED and nine (9) years of relevant work experience.
  • Associate degree and seven (7) years of relevant work experience.
  • Bachelor's degree and five (5) years of relevant work experience.
  • Master's degree and three (3) years of relevant work experience.
Principal Financial Analyst:
  • High school diploma or GED and nine (9) years of relevant work experience.
  • Associate degree and seven (7) years of relevant work experience.
  • Bachelor's degree and five (5) years of relevant work experience.
  • Master's degree and three (3) years of relevant work experience.

What additional skills and experience would be helpful in this job (desired qualifications):

  • Governmental Accounting Experience.
  • Minnesota government finance experience.
  • Experience in a commercial or government banking environment.
  • Experience in the Treasury Management.
  • Banking product knowledge and experience leading implementations.
  • Experience in an institutional investment environment working with fixed income securities.
  • Knowledge of Minnesota statutes regarding investment of public funds.
  • Investment accounting software experience.
  • Some understanding of merchant banking and PCI security standards.
  • Experience in project management.
  • Certified Treasury Professional (CTP) certification
  • Experience working with principles and practices of accounting and internal controls.
  • Experience preparing spreadsheets and notes.
  • Experience preparing financial reports, executive summaries, and presentations.
  • Ability to promote an equitable, positive, and respectful work environment that values culture and diversity among all employees.

What knowledge, skills, and abilities you need to have to be successful in this job:

  • Good people skills and a proactive mindset.
  • Knowledge of Generally Accepted Accounting Principles (GAAP).
  • Knowledge of financial analysis strategies, techniques and tools.
  • Some familiarity with financial markets and fixed income securities, including investment instruments, trading, accounting, economics, risks, and compliance.
  • Knowledge of banking products and services, processes, procedures, account structures and features, cash management, etc.
  • Knowledge of financial systems of size and complexity of the Council's.
  • Problem solving skills to identify and reconcile using reports, queries, spreadsheets and available tools and information.
  • Ability to effectively present information to management and Council members.
  • Ability to effectively work in a team and collaborate across teams.
  • Ability to work with minimal supervision.
