The Opportunity

Are you ready to shape the future of global security? The Leidos Intelligence Sector is seeking a highly skilled HUMINT Targeting Specialist - Senior, to support the USCYBERCOM J2 mission, to conduct all-source intelligence analysis in order to describe the placement, access, accessibility, vulnerabilities, and motivations of individuals with access to sensitive information valuable to U.S. national security. The specialist will also assess the structure and functioning of organizations or networks in which such information resides. This role is central to the development and coordination of HUMINT and CI targeting strategies, supporting U.S. and coalition operations and capacity building engagements through targeted analytic products and the application of advanced research methodologies.

Security Clearance: Active DoD TS/SCI with Polygraph required. We are not able to sponsor the clearance requirement.

What you'll be doing:

  • Conduct all-source intelligence analysis to identify and articulate the placement, access, vulnerabilities, and motivations of individuals with access to information critical to U.S. national security.

  • Analyze and describe the structure and functioning of organizations and networks harboring information of value to U.S. interests.

  • Collaborate with Collection Strategists, Collection Managers, and analysts to define, prioritize, and task HUMINT, Counterintelligence (CI), and other collection activities in support of comprehensive collection strategies. Identify opportunities to apply existing and emerging collection capabilities-including HUMINT sources-against prioritized intelligence gaps, and work closely with HUMINT and CI source management to define, support, and refine target-specific collection operations.

  • Integrate all-source intelligence, including open-source and social media research, into the HUMINT targeting process to produce high-impact analytic products and targeting packages in support of U.S. and coalition operations.

  • Review, produce, and coordinate HUMINT and CI operational documents, including plans, orders, annexes, target packages, analytic products, operational proposals, and tasking requirements.

  • Provide technical advice and guidance on all aspects of HUMINT Targeting in support of HUMINT and CI professionals, ensuring alignment with mission requirements and national priorities.

  • Demonstrate advanced knowledge of HUMINT Tactics, Techniques, and Procedures (TTPs) and display proficiency in the use of intelligence tools and systems, such as Data Xplorer, RMT, QLIX, ICON, IDScoreboard, Rockstar, and various open-source research platforms.

Needed Experience, Skills, and Education:

  • Minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years.

  • Master's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education; or have Bachelor's degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years of related senior experience, for a total of 17 years, as a substitute to the Master's degree. Additional years of experience may be considered in lieu of degree.

  • Graduate of an in-residence Department of Defense (DoD) or Intelligence Community (IC) HUMINT Targeting training course.

Clearance Needed:

  • Active DoD TS/SCI with Polygraph required. We are not able to sponsor the clearance requirement.

Preferred Experience, Skills, and Education:

  • Deep familiarity with USCYBERCOM organizational structure and mission.

  • Demonstrated experience providing intelligence management and administrative support in a joint or combatant command environment.

  • Expert knowledge and understanding of HUMINT theory, doctrine, rules, regulations, directives, systems, concepts, methodologies, and relevant skills related to HUMINT targeting operations.

  • Expert knowledge in the application of tradecraft, tools, and methods to collect, analyze, and integrate complex information related to HUMINT targeting.

  • Advanced understanding of HUMINT operations to assist in the development and implementation of HUMINT collection, HUMINT Lead generation/development strategies, HUMINT management, collection planning, and exploitation.
