About the Role

AVIAN is looking for a Project Control Analyst to play a crucial role on our contracts team, managing financial aspects of projects for a large contractor support services company. This dynamic position involves collaborating with various departments to ensure effective contract financial management, including financial planning, reporting, billing, and contract compliance. The ideal candidate will have a strong background in accounting or finance, experience with Deltek Costpoint, and a proven track record in government contracting, offering an exciting opportunity to leverage your expertise in a challenging and rewarding environment.



Responsibilities

The Project Control Analyst (Career Level 4) is a key member of the contracts team, reporting to the Director of Contracts. This role supports a subsidiary of a large contractor support services company, working closely with Government customers, Prime contractors, Contracts Manager(s) (CM), Program Managers (PM), Sector leads and other relevant Operations personnel to ensure effective contract financial management and performance of projects.

Responsibilities

Financial Planning and Tracking

    Initiate, monitor, and maintain proper project financial setup in Deltek Costpoint
  • Prepare Estimates and Requests for Quotes (RFQ)
  • Monitor project actuals versus projections and collaborate to resolve issues
  • Track outstanding project commitments (e.g., travel, subcontracts)
  • Assist with Estimate at Completion (EAC) calculations and conduct variance analysis
  • Assist with forecasting and projections
  • Monitor project burn rates against remaining funding, to include project hours
  • Initiate and route at-risk forms for projects as required
  • Assist with funding de-obligations and contract closeouts.

Reporting and Analysis

  • Analyze project reports to identify and resolve issues
  • Perform monthly/quarterly unbilled analysis
  • Review revenue, project costs, and profitability; analyze trends and identify opportunities to enhance profit margins
  • Communicate project status and findings to relevant stakeholders
  • Consistently meet all required month-end close deadlines

Time and Expense Management

  • Proactively monitor project timecards, ensuring timely identification and correction of errors
  • Verify accuracy of project-related expense reports and ensure timely processing
  • Collaborate with the Billing Specialist, Controller, and Director of Accounting to ensure proper coding and timely processing of subcontract/vendor payments

Billing and Invoice Management

  • Work with the Billing Specialist and members of the Accounting team to provide customer-specific invoice backup
  • Review and approve draft invoices prior to customer submission
  • Monitor billing and payment status of customer invoices
  • Perform monthly accrual calculations

Contract and Funding Management

  • Work with Contract Managers to monitor funding levels and calculate burn rates
  • Assist in preparing requests for contract modifications as needed
  • Alert Contract Managers to funding needs
  • Review and analyze contracts, subcontracts, and agreements to ensure project compliance with financial and reporting requirements

Project Support

  • Assist Contracts Manager and Operations team with work authorizations, risk identification and analysis, and execution of internal and external project reviews
  • Support schedule updates, analysis, and reporting
  • Monitor actual workshare with subcontractors against teaming agreements and notify Contracts Manager and Program Manager when there is a deviation
  • Monitors contract ceiling utilization; periodically updating Contracts Manager and Program Manager throughout the contract lifecycle
  • Reviews annual escalation recommendations from Sectors and confirms viability of those recommendations


Qualifications

Minimum Qualifications

  • Bachelor's Degree, preferably in Accounting, Finance, or other Business or Mathematics-related field. An additional 4 years' experience is acceptable in lieu of a degree
  • 5+ years of directly related work experience in accounting, financial analysis, and reporting
  • 5+ years of experience using Microsoft Office suite, with advanced Excel skills
  • Proficiency in Deltek Costpoint project setup, reporting, and billing
  • Experience in Government contracting or defense industry
  • Experience with Microsoft SharePoint
  • Ability to handle a high volume of projects with varying contract types and complexities
  • Strong attention-to-detail and ability to consistently meet deadlines
  • Excellent communication and organizational skills
  • Proven ability to work independently and collaboratively with accounting, contracts, and Operations team(s)
  • Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.

Preferred Qualifications

  • Knowledge of federal acquisition regulations (FAR) and cost accounting standards (CAS)

Salary range: $96,000 - $117,000 (The offered rate will be based on the selected candidate's knowledge, skills, abilities, and/or experience and in consideration of internal parity.)
