Your Opportunity + Impact

The Transportation Program Manager is responsible for overseeing and coordinating multiple interrelated projects within the transportation sector. This role ensures that all projects within the program align with agency and organizational objectives, regulatory requirements, and longrange transportation plans. The Transportation Program Manager applies advanced leadership skills, manages resources, risks, and stakeholders across projects, and leverages deep knowledge of transportation planning, engineering, and program delivery frameworks. Responsible for managing a portfolio exceeding $2.5M.

Key Responsibilities

  • Defines program objectives and aligns them with transportation system goals, ensuring all projects support safety, mobility, sustainability, and operational performance.
  • Develops and manages the program roadmap, integrating schedules, budgets, permitting timelines, and resource plans across transportation projects.
  • Leads the program team, including project managers and other stakeholders, to ensure cohesive execution and delivery.
  • Oversees the integration of project plans, schedules, and budgets, resolving inter-project dependencies, conflicts, and resource constraints.
  • Manages program scope and change processes, evaluating impacts on funding, schedule, and transportation system performance.
  • Coordinates with finance to ensure timely processing of invoices, supports grant management, and provides oversight for cost estimation, forecasting, and earned value management (EVM).
  • Aligns cost control and value optimization strategies with program objectives, monitoring financial performance and identifying opportunities for efficiency.
  • Establishes and enforces quality standards across transportation projects, implementing continuous improvement initiatives and leveraging Lean Six Sigma methodologies.
  • Identifies, assesses, and manages program risks, maintaining a risk register, reviewing regularly, and communicating risk status to senior leadership.
  • Develops and maintains strong relationships with DOTs, MPOs, municipalities, transit agencies, utility partners, and community stakeholders.
  • Oversees resource allocation across transportation projects, optimizing staff utilization and coordinating with project managers to resolve constraints.
  • Mentors and develops project managers within the program, fostering collaboration, continuous learning, and professional growth.
  • Leads training and development initiatives to enhance program team capabilities in transportation program delivery.
  • Ensures program adherence to policies and regulations, including federal, state, and local transportation requirements (FHWA, FTA, NEPA, ADA, MUTCD), and provides regular updates to senior leadership.

Education and Experience

  • Education: Bachelor's or master's degree in position-relevant Engineering/ Architectural field (from ABET or NAAB accredited school preferred) Landscape Architecture, or related field of study.
  • Experience: Minimum of fifteen (15) years job-related experience.
  • Licensure/Certification: PE, RA, PLA, PLS, or other professional licensure in field of expertise strongly preferred.

Preferred Qualifications

  • Advanced level of knowledge with MS Office, AutoCAD, MicroStation, Deltek Vision, etc.
  • Must possess the ability to work both independently and as part of a project team and hold strong leadership and interpersonal skills and strong time management skills.
  • Must be able to interact with clients, vendors, regulatory agencies, and other external sources in a professional manner.
  • Must be proficient in public speaking, creating presentations, and delegation.
