Job Summary
The Associate Director (AD) Colony Management is accountable for the strategic direction and administrative management of the Primate Center Colony Management component, which includes Animal Care, Colony Management Services, Population and Behavioral Health Services, and Genetic Management Services. Duties include: 1) In collaboration with the Director and other Associate Directors, set the strategic direction for Colony Management, including Animal Care, Colony Management Services, Population and Behavioral Health Services, Genetic Management Services, and the National Institute on Aging Colony (co-led with the AD Primate Medicine); 2) Ensure high quality and appropriately managed daily care of colony and research animals; 3) Direct, coach, train, manage and supervise performance to oversee technical and professional staff and their direct reports; 4) In collaboration with the AD Primate Medicine, provide oversight, planning, and management for the nonhuman primate colonies and animal care programs; 5) In collaboration with the AD Primate Medicine, direct and manage animal program and regulatory compliance with campus, state, and federal regulatory agencies (e.g., AAALAC, USDA, FDA, CDC, NIH). In collaboration with the AD Primate Medicine, represent the California National Primate Research Center (CNPRC) during regulatory inspections and inquiries; 6) Communicate transparently with the AD Primate Medicine and other stakeholders regarding animal related processes, procedures, housing, enrichment, or related entities to ensure appropriate integration and veterinary oversight; 7) Manage operations, strategically optimize animal production to meet the needs of researchers, and develop long-term plans for colony production working collaboratively with Core Scientists; 8) Manage animal space (indoor and outdoor) to accommodate research needs including experimental nurseries, infectious housing, specialized housing needs, ABSL-3 housing, and breeding; 9) Respond to information requests for animal records through the Freedom of Information Act both state and federal); 10) Formulate and administer policies and programs for Colony Management functions including budget, recharge and recovery administration in collaboration with the AD Administration and Operations, personnel management, and while ensuring operational effectiveness and efficiencies of Colony Management performance with rigor and essential oversight and accountability. Department Overview The AD Colony Management manages multiple large and complex animal needs affecting broad constituencies across the CNPRC, UC Davis, throughout the National Primate Research Centers consortium, and with investigators at a national level. This position is responsible for team building and professionalism within all areas of Colony Management by working closely with Managers and staff, promoting effective faculty/Core Scientist relations with appropriate integration, and functioning collaboratively in supervising research support services to Core Scientists and other PIs as requested. This position will develop and implement operational policies in collaboration with the ADs and Core Scientists; procedures and regulations of regulatory activities covering colony operations; and will collaborate closely and transparently with the AD Primate Medicine and Core Scientists on these activities. Oversee regulatory requirements pertaining to colony housing and daily care. The incumbent must ensure colony operations management with the primary goal to meet CNPRC academic research needs and objectives and to facilitate research while balancing the regulatory requirements. Within the limits of available resources, the AD Colony Management must also provide the components necessary to ensure a high level of animal care (specifically nonhuman primates) in colony operations and balance research needs with the UC Davis campus animal care program and regulatory requirements. The UC Davis CNPRC is an Organized Research Unit under the Office of Research that supports interdisciplinary research programs on significant human health problems where nonhuman primates are the animal of choice. In addition to major efforts in research, the CNPRC is also committed to UC Davis and NIH missions of teaching and service. - Doctoral Degree (PhD), DVM, or DVM/PHD or equivalent in a life science or biomedical research related discipline and that demonstrates knowledge and expertise of nonhuman primate physiology, reproduction, behavior, and as it relates to colony management.
- Demonstrated experience/expertise and knowledge of nonhuman primate colony management.
- Minimum of 9+ years of experience managing and directing all aspects of animal husbandry, production practices (breeding colony management) in animal care, and applied understanding of behavior management practices.
- A minimum of 8+ years of experience with progressive/outstanding leadership. Experience working with nonhuman primates as models of human disease to ensure conduct of research is maximized
- Experience in the field of animal care and scientific research support specific to nonhuman primates. Must have demonstrated hands-on expertise working with nonhuman primates.
- Knowledge of institutional, local, state, national and international rules and regulations governing the use and care of laboratory animals (USDA Animal Welfare Act, ILAR Guide for the Care and Use of Laboratory Animals, Endangered Species Act, FDA Good Laboratory Practice Regulations, and California Public Health Law); Knowledge of USDA regulations and AALAS practices and protocols pertaining to nonhuman primates. Knowledge of U.S. regulations governing animal research and compliance activities
- Managerial-level knowledge of humane care, use, and housing of nonhuman primates with understanding of standards and guidelines as established by AAALAC with an emphasis on preventative medicine programs required for laboratory housed nonhuman primates, including vaccination, parasitology, bacteriology, and virology-screening programs in a large and complex animal research facility focused on research facilitation while balancing regulatory requirements.
Preferred Qualifications
- Experience using strategic budget/accounting skills to produce a budget plan, rates, and forecast trends to conduct cost analyses of operations, and projected recharge and per diem costs. Applied experience of regulatory guidelines and practices to author regulatory documents of high quality, appropriate decision making regarding operational management practices in collaboration with clinical medicine, pathology, and clinical diagnostics. Demonstrated experience in research administration, and work requiring knowledge of regulatory compliance, personnel/payroll, accounting, animal management, and/or resource and staff planning; and demonstrated experience with daily oversight management responsibilities that include animal care/husbandry specific to nonhuman primates, quality assurance, safety and training, regulatory reporting/compliance, and financial management. Management experience to hire, train, develop, mentor, and effectively manage employees, including experience with performance management, and employee and labor relations in progressively more complex roles that include recruiting, supervising, coaching, and evaluating staff, and supervision and accountability of employees.
- Knowledge of infection control, biosafety practices, and bio-surveillance and training in biosafety levels 1-3. Familiarity with the different types of diagnostics available for infectious diseases. Knowledge of human and animal high containment biological facilities. Familiarity and previous use of analytic tools and exposure to new analytic methodologies used by professionals in the field of animal care management. Knowledge and understanding of organizational and interpersonal dynamics, with the skill to perceive conflict and develop strategies to avoid and/or address. Skills to influence and maintain collaborative relationships with a range of individuals (faculty, staff, students, and industry stakeholders) while providing programmatic and regulatory compliance. Proficiency with MS Office computer skills and other related software and organizational computer-based strategies.
