Overview

The Advanced Research Computing (ARC) section develops and operates a dynamic computing environment optimized for economic research, analysis, and measurement, and made available to staff across the Board's economics divisions. ARC resides in the Division of Research and Statistics (R&S). ARC supports roughly 650 economists engaged in monetary policy and independent research efforts. ARC's mission is to ensure that the Board's computing environment enhances our ability to attract and retain talented professionals. This requires a strong partnership, fostered by the ARC chief, with the Board's Division of Information Technology (IT). IT provides endpoints, data center, and software development services to other lines of business at the Board, as well as core enterprise services relied upon by ARC. Today ARC and IT together provide an environment concentrated on-premises in the Board's data centers. In the coming years, this partnership will help the Board incorporate the best features of cloud computing.

The contractor will work alongside FTE application developers and assist in transitioning skills to the Now platform for application development. The contractor will provide knowledge and technical output in the development of specific scoped applications and knowledge sharing with existing staff. The hours of service will be 8:00 AM - 5:00 PM, Monday through Friday. The successful candidate may be required to work over 40 hours per week based upon requirements and deliverables.



Responsibilities

Scoped Application Development

    Minimum 4+ Years' experience of experience in JavaScript or related application development.
  • Minimum of 2+ years experience with AppEngine Studio (AES).
  • Strong training skills to empower Citizen Developers to learn platform concepts
  • 2-5 years in a consulting position, delivering software implementation engagements
  • Experience in multiple application architectures and supporting technologies
  • Expertise with scripting languages such as PERL, JavaScript, Python, or Shell
  • Web service proficiency (REST, SOAP) as well as XML and JSON knowledge
  • ITIL knowledge with the ability to relate concepts to implementation strategies
  • Excellent communications skills required - verbally with all levels of customer IT and business management as well as written with technical assessments and project related reports
  • Consultative skills for software service delivery to lead customers to improve their processes and organizational models
  • Web Service Integration (API Web Services) experience
  • LDAP Integration experience
  • Single Sign-on configuration and administration
  • ITIL Certification
  • Excellent understanding of cloud federation technologies such as SAML, OAuth, and OpenID Connect and how to apply these technologies to enterprise and public-facing applications.
  • Experience with government cloud requirements for FedRAMP and FISMA
  • Experience as a team lead preferred
  • Knowledge of business process re-engineering principles and processes
  • Experience working in an economic research or academic environment preferred

GENERAL RESPONSIBILITIES

  • Maintain overall industry knowledge on latest trends, technology, etc.
  • Consultation
  • Drive scope definition and requirements analysis for Now Platform workflows
  • Develop functional and technical design alternatives
  • Drive application build, product configuration, unit testing, and production deployment


Qualifications

  • Active Public Trust Clearance or above.
  • BS degree in computer related field and 3 years virtualization and operating system experience, or AA degree in computer science and 5 years of related experience.
  • ITIL Certification (v3 or newer) preferred.
  • Proficiency in one or more scripting languages (PowerShell, Python, Bash, ...).
  • Experience maintaining technical documentation using C4 Model nomenclature and diagrams or similar.
  • Experience working in an economic research or academic environment preferred.
