Coho Consulting Group is seeking an experienced SharePoint Developer Manager to lead and support Knowledge Management (KM) initiatives within a Department of Defense environment at the Pentagon. This role is responsible for designing, implementing, and governing KM frameworks that enable the effective capture, organization, sharing, and use of institutional knowledge across Program Management (PM) offices and subordinate organizations, enhancing mission performance and decision-making.

Responsibilities (include but are not limited to):



  • Implement and coordinate Knowledge Management initiatives across PM offices and subordinate organizations.
  • Identify internal and external best practices in Knowledge Management and develop frameworks to capture, organize, control, and exploit intellectual capital.
  • Develop and enforce KM rules, policies, and procedures governing documentation, content control, organization, and access.
  • Define knowledge content structures, taxonomies, metadata, and access controls to meet the diverse needs of the KM community.
  • Develop and implement policy and program guidance governing the execution and sustainment of KM initiatives.
  • Coordinate with government stakeholders to define KM tasks, resource requirements, schedules, and deliverables.
  • Monitor and lead KM-related projects to ensure timely, effective execution.
  • Design, configure, and maintain internal and external SharePoint sites, portals, and collaboration environments supporting explicit and tacit knowledge exchange.
  • Develop and execute content migration plans to support KM adoption and modernization.
  • Support and sustain communities of practice, mentoring networks, and knowledge-sharing forums.
  • Coach, mentor, and champion online communities of practice, topic leaders, and knowledge contributors to promote KM adoption and cultural change.


Essential Job Qualifications and Requirements:



  • Clearance:


    • Secret



  • Education and Certifications:


    • Bachelor's degree or higher in Information Systems, Knowledge Management, Computer Science, Business, or a related field
    • SharePoint Certification or equivalent



  • Experience:


    • Minimum of 10 years of demonstrated experience supporting Knowledge Management environments
    • Proven experience defining KM roles and responsibilities and building effective knowledge teams
    • Experience developing and implementing content migration strategies to support KM initiatives
    • Demonstrated ability to design, implement, and maintain SharePoint-based portals and collaboration tools
    • Experience developing KM policies, guidance, and processes to institutionalize knowledge-sharing practices
    • Ability to promote and manage both tacit and explicit knowledge across diverse organizations
