The Senior Manager of Payroll Tax and Unemployment is responsible for overseeing compliance and operations related to payroll tax and unemployment insurance across 40+ states and multiple jurisdictions. This role ensures accurate tax filings, manages unemployment claims, manages audits, and partners with internal and external stakeholders to maintain compliance with federal, state, and local regulations. The position requires deep expertise in multi-state payroll tax laws, unemployment insurance programs, and strong leadership skills to guide a team and drive process improvements. The Senior Manager of Payroll Tax and Unemployment will partner with Payroll, Finance, and HR teams to maintain efficient tax processes and systems, as well as unemployment claim management, while ensuring adherence to federal, state, and local regulations. They will serve as the subject matter expert for payroll tax and unemployment matters.
Responsibilities
Tax Compliance & Reporting
Ensure accurate and timely filing of federal, state, and local payroll tax returns.
- Ensure full compliance with all federal, state and local payroll tax laws, including timely and accurate filings, payments and reconciliations
- Monitor and implement changes in tax/unemployment laws and regulations across multiple jurisdictions in the payroll tax processes and systems.
- Oversee quarterly and annual tax reconciliations, including W-2, W-2C, and other yearend reporting.
- Oversee unemployment insurance compliance, including registration, reporting, and claims management.
Audit & Risk Management
- Manage internal and external payroll tax audits and respond to agency inquiries.
- Maintain strong internal controls to ensure compliance and mitigate risk.

- Identify and mitigate compliance risks through proactive monitoring and internal
controls.
Process & System Management
- Partner with Payroll and HRIS teams to ensure tax configurations in payroll systems are accurate.
- Identify and implement process improvements for tax compliance, efficiency and reduction of manual work efforts.
- Develop and implement payroll tax policies, procedures and controls to align with company goals and regulatory requirements
- Drive automation and efficiency in tax reporting and compliance processes.
Vendor & Agency Relations
- Liaise with tax agencies and third-party vendors to resolve discrepancies and
inquiries.
Leadership
- Provide leadership and direction for the payroll tax team, ensuring compliance and operational excellence
- Lead, coach and develop a team of payroll tax professionals, fostering a culture of accountability and continuous improvement
- Supervise payroll tax specialists or analysts, providing guidance and development.
- Serve as subject matter expert for payroll tax issues within the organization.
- Lead year-end processing and W-2 production, ensuring accuracy and
compliance.

Qualifications
- Education Level: Bachelor's Degree from an accredited college or university.
- In lieu of higher education, the ratio is 1:1 meaning one year of college equals one year of work experience and vice-versa.
- 8+ years of payroll tax experience, with at least 3 years in a leadership role.
- Proven expertise in multi-state payroll tax compliance.
- Experience with large-scale payroll systems (e.g., Oracle, Workday, SAP, ADP)
