Salary Range: $80,000-$100,000

JOB TITLE: Senior Analyst

REPORTS TO: Project Manager

SUMMARY: The Senior Analyst will collaborate closely with Project Management and facilitate all aspects of program support. This position will require flexibility, a willingness to learn and perfect new and changing requirements, and the ability to work under pressure in a dynamic environment.

DUTIES AND RESPONSIBILITIES:



  • Work as part of a team to support Program Management, Change Management, Business Process Re-engineering Planning and Business Case Analysis, Meeting Facilitation, and Concepts of Operations Plans Development
  • Provide writing and product development support to improve the quality and consistency of content in products to include, but not limited to, briefings, action and decision memorandums, and Congressional responses
  • Ensure strict adherence to Department of War (DoW) product template and stylistic guidelines. Apply substantive review of each key package or product to align with the Military Health System's (MHS) priorities. Provide thorough compilation, editing, and finalization to each DoW internal package. Build and maintain a continuously updated repository of messaging related to HA strategic priorities and topics of focus.
  • Promote transparency and responsiveness to MHS stakeholders through effective communication
  • Compile, synthesize, and clarify inputs from across MHS subject matter experts to support data-rich and strategically framed messaging in line with HA's dynamic goals and priorities. Track and coordinate dissemination of finalized products on priority issues, to enhance messaging consistency and accuracy across the MHS.
  • Assist the Project Manager in developing and implementing robust program management solutions to monitor and report progress made on initiatives, risks to the program, and high-level issues across MHS Governance
  • Provide direct support to Flag Officer/Senior Executive Service-level stakeholders across the MHS enterprise (e.g., facilitating and attending meetings, preparing presentations/reports, identifying action items and outcomes, drafting/reviewing meeting minutes)
  • Regularly conduct requirements-gathering sessions to identify the client's business needs, develop recommendations in support of project objectives, and present in the form of verbal/written briefings
  • Identify opportunities for improvement to MHS Governance processes and drive implementation
  • Capture decisions made by MHS Senior Leadership and delegate tasks to the appropriate Action Owners
  • Develop and review routine reports highlighting team accomplishments and goals for the next reporting period
  • Coordinate with team members to complete tasks and address issues
  • Mentor Junior and Mid-Level Analysts in preparation for higher-level assignments and client exposure
  • Analyze reports to identify, resolve, and communicate issues with managers
  • Assist with special projects, covering a broad range of mission activities, as directed
  • Other duties, as assigned


QUALIFICATIONS:



  • Bachelor's Degree or related military experience
  • 3+ years of experience in Business Operations, Program Coordination and Management support, Communications, or a related field
  • Experience providing direct support to O-6/GS-15-level and Flag Officer/Senior Executive Service-level military/civilian clients
  • Ability to comprehend complex Government, military, and healthcare discussions and assess how discussion outcomes impact the MHS enterprise, client, and support team
  • Experience developing, maintaining, implementing, and evaluating standardized processes and procedures for Department of Defense or other federal civilian agency clients
  • Experience integrating lines of effort and workstreams to develop a standard operating procedure (SOP) and document benchmark programs
  • Demonstrated leadership experience
  • Advanced skills in MS Office and MS integrated apps

  • Experience working in diverse team of individuals/personalities


  • Strong attention to detail and highly organized
  • Ability to multi-task, negotiate, and proactively solve problems
  • Excellent time management and ability to meet deadlines
