About the Position

The Procurement Officer role consists of conducting research, drafting, bidding, monitoring, and overseeing service, commodity, and construction contracts. The position involves ensuring compliance with procurement policies and managing procurement activities up to $100,000. Effective communication, problem-solving, and adherence to ethical standards are essential for this role. Additionally, obtaining CAPA certification within three months of hire and possessing or acquiring a valid Arizona driver's license are required qualifications.

We Require

  • Four years of procurement or contract experience

OR

  • Bachelor's degree in public administration, finance, business administration, supply chain, or a related field

  • A combination of related education and/or procurement or contract experience may substitute for the minimum qualifications on a year-for-year basis

Other Requirements

  • Must become a Certified Agency Procurement Aide (CAPA) within three months of hire

  • Experience with the Maricopa County Procurement Code and theCertified Agency Procurement Aide program

  • Experience working with BidNet, and CGI Advantage systems

  • Three years of experience in procurement activities of a high-volume governmental agency

  • Certified Procurement certification, Certified Public Purchasing Officer (CPPO), or Certified Professional Public Buyer (CPPB) certification

Job Contributions

  • Review all purchase order requests to ensure contract compliance and issue purchase orders in the financial system

  • Review, track, and process all contract changes, such as task modifications, change orders, value increases, pricing changes, etc. (for both Article 3 and Article 5 procurement)

  • Manage procurement activities for non-contract goods and services up to $100,000 through the County's e-procurement platform

  • Manage all task orders and requests for quotes for contracted vendors within the County's approved thresholds

  • Function as the department's liaison with the Office of Procurement Services (OPS) for Article 3 and Article 5 procurements and contracts. Lead the effort to establish new contracts and coordinate existing contract renewals

  • Act as Facilities Management's Certified Agency Procurement Aide (CAPA), certification to be obtained

  • Purchase goods and services via their procurement card (P-Card) and reconcile transactions monthly in the P-Card banking system

  • Review contracts for programmatic accuracy and compliance with the department's subject matter experts

  • Train and advise the department, contractors/vendors, and others regarding contracting and procurement best practices

  • Track annual thresholds on the job-order-contract (JOC) Article 5 contracts to ensure compliance with the provisions of the contract

  • Coordinate with OPS as needed to prepare complex service contracts and contract amendments

  • Prepare and distribute weekly and monthly reports to the department and OPS

  • Consult and confer with department officials, professionals, and contractors regarding the development of contract documents and program objectives

  • This position is typically in an office or administrative work setting and is not substantially exposed to adverse environmental conditions

  • May require long periods of sitting while performing duties

  • Must be able to lift up to 10 lbs. occasionally or negligible weights frequently

  • Machines, Tools, Equipment, Software, and Hardware: Microsoft Windows operating systems (2000, XP) and Microsoft Office software (2000, 2003, or 2013), Periscope, CGI Advantage
