Position Information Supervisor: Job Family: Chief Technology Officer (CTO) Science and Research Job Location: Varies Career Stream/Level: Professional/P4 Position Summary Department: Operations Sub Family: Process Engineering FLSA Status: Exempt Grade: 12 Position Summary Under broad guidance, the Process Engineer (PE) is responsible for serving as a technical resource for the CTO as Process Engineer for the treatment plants. The PE consults with Process Superintendents, other Process Engineers, and the HRSD’s Water Technology and Research Department to manage treatment operations and water technology innovation efforts. The PE is also responsible for conducting engineering design and analysis and for providing engineering input to upgrade and improvement projects implemented at HRSD’s treatment plants. Education Requirements • Bachelor of Science (B.S.) Degree in Engineering from an Accreditation Board for Engineering and Technology (ABET) -accredited institution with major coursework in civil/environmental engineering or closely related field. • Master of Science (M.S.) Degree in Civil/Environmental Engineering or closely related field or Ph.D. Candidate designation in Civil/Environmental Engineering or closely related field. Experience Required • Minimum of five years’ experience in wastewater treatment regulatory compliance, plant operations, treatment plant hydraulic modeling and analysis, water reuse, solids processing and management, and resource optimization per the requirements of the specific PE position being filled. • Minimum of five years’ experience in instrumentation/automation, engineering economics, technical writing, construction/repair inspection or approved equivalent experience. • Minimum of five years’ experience working in a high-change, team environment. • Minimum of five years’ demonstrated experience in wastewater treatment process design and modeling, operations, and research. • Demonstrated industry expertise may be considered in lieu of specific experience requirements Licenses and Certification Requirements • Licensed Professional Engineer in Virginia within six years of start date of position • Virginia Class I Wastewater Operator’s License within four years of start date of position • Valid driver’s license from state of residence • Federal and Virginia Port Authority Transportation Workers Identification Credentials (TWIC) for staff required to access the Army Base Treatment Plant Position Duties and Responsibilities • Optimize and troubleshoot existing and new unit process operations. • Participate in capital upgrade planning and design. • Support and participate in both HRSD and external collaborative research efforts. • Provide operations related technical training for treatment plant staff. • Provide long-term vision, strategic planning, and implementation of innovative programs to continually improve facility performance. • Review plans and specifications for projects and upgrades. • Develop, implement, and manage projects to meet existing and new operation requirements. • Provide leadership and oversight of all process operations related to the treatment plants. • Monitor plant compliance with all applicable permits and regulations. • Mentors graduate and undergraduate interns conducting research at HRSD. Skills and Qualification Requirements • Demonstrate mature technical knowledge of wastewater, solids, and water reuse process engineering. • Demonstrate knowledge and use of Management Information Systems at an intermediate level. • Ability to develop and implement detailed project plans. • Ability to plan, organize, and manage workflow. • Ability to make high quality, time-sensitive decisions. • Knowledge of current human resource practices, budgeting, public relations strategy, procurement, contract management, and quality improvement processes. • Must support a diverse and inclusive work environment where differences are respected and embraced. • Must be currently authorized to work for any United States (U.S). employer. Physical and Mental Requirements • Must have the physical dexterity to accomplish the duties defined herein. • Less than 20% of time requires travel, walking, standing, bending, climbing steps/ladders. • Must be able to perform routine keyboard operations, drive a vehicle, enter confined spaces, and work outside in inclement weather.
