Position Summary

Under broad guidance, the Operational Technology (OT) Cybersecurity Manager leads the design and implementation of robust cybersecurity strategies for industrial control systems (ICS) and supervisory control and data acquisition (SCADA) environments. This role ensures the security and integrity of critical operational technologies while aligning with HRSD’s Mission, Vision, and Values. The Manager provides long-term vision, strategic planning, and the execution of innovative programs to enhance organizational performance. Working in close collaboration with Operations leadership and IT Operations, the OT Cybersecurity Manager delivers secure, resilient solutions that safeguard HRSD’s core missions.

Education Required • Bachelor's degree in engineering, cybersecurity, computer science or related field. • Education equivalency equals two years of directly related professional experience for every year of education not completed. The stated experience is in addition to any experience used to meet the education equivalency.

Experience Required • 5+ years in ICS cybersecurity engineering and/or architecture • Strong knowledge of ICS/SCADA systems, protocols, and architectures • Experience leading and working in team environments • Proficient in planning and managing OT projects and initiatives • Operational knowledge of the Purdue Model • Excellent communication skills for technical and non-technical audiences • Strong interpersonal, analytical, and problem-solving abilities

Desired • Familiarity with utility-specific enterprise applications (ICS/SCADA, GIS, CIS, HMI, CMMS, and related automation technologies) • Practical knowledge of IEC 62443 and NIST SP 800-82 • Experience with Emerson Ovation • Proficiency in ICS security, including use of network assessment tools, techniques, and frameworks Revised 11/2025 Page 1 HRSD – OT Security Manager

License and Certification Requirements Required • Industry certifications related to industrial control systems and cybersecurity (e.g., ISA/IEC 62443, CISSP, GICSP) • Valid driver’s license from state of residence

Position Duties and Responsibilities • Assess ICS/SCADA systems for vulnerabilities and risks; recommend mitigations. • Design and implement secure architectures with network segmentation, access controls, and secure data flows. • Lead ICS/SCADA incident response, including containment, recovery, and post-event improvements. • Oversee security patches and updates with minimal operational disruption. • Provide staff training on ICS/SCADA security best practices; foster a security-conscious culture. • Advise CISO on OT cybersecurity planning, resources, and priorities. • Drive process improvements, mentor team members, and promote collaboration and inclusivity.

Skills and Qualification Requirements • Proven ability to manage multiple priorities in a fast-paced, dynamic environment • Skilled in developing and executing strategies that deliver measurable business outcomes, proactively mitigating risks, and adapting to evolving needs • Strong blend of technical expertise and business acumen to make data-driven decisions that maximize technology investments and enhance organizational performance • Exceptional communication skills—able to clearly explain complex technical concepts to non-technical stakeholders • Must be eligible to work for any U.S. employer without need for sponsorship

Physical and Mental Requirements • Must have the physical dexterity to accomplish the duties defined herein • Must be able to manage a variety of complex tasks/projects simultaneously • Ability to sit at a computer and operate a keyboard for long periods of time • Must be able to do light lifting up to 20 pounds • Less than 30% of work involves walking, climbing, standing, or bending.
