Description

Salary range is $87k to $191k, with a midpoint of $139k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

The Senior Program Manager supports the Deputy Director in leading program and project reporting, performance metrics, and key performance indicators (KPIs) within the Capital Delivery Department's Transformation Office. This position is responsible for developing and maintaining reporting solutions, leveraging Power BI to create dashboards, and delivering high-quality analytics to support decision-making and performance monitoring across Sound Transit's $60+ billion capital program. In addition, the Senior Program Manager supports Capital Delivery's risk management program by coordinating project risk reporting, maintaining risk dashboards, and contributing to department-wide visibility of risks. This role balances leadership in reporting and analytics with targeted support for Capital Delivery's risk management practices to ensure operational excellence, transparency, and alignment with strategic goals and regulatory requirements.

ESSENTIAL FUNCTIONS:

  • Program & Project Reporting - Develop, implement, and maintain reporting systems for capital projects; deliver timely, accurate reports on project status, performance, risks, and outcomes.
  • Power BI & Dashboard Management - Lead the design, development, and upkeep of interactive dashboards in Power BI; translate business needs into effective visualizations to support executive decision-making.
  • Metrics and KPIs Development - Support the creation and refinement of KPIs and performance metrics to track program and project success, ensuring alignment with Capital Delivery objectives.
  • Data Analysis and Decision Support - Conduct analysis across project data sets; provide forecasts, trend reports, and actionable insights to guide leadership decisions.
  • Stakeholder Engagement - Collaborate with Project Managers, Operations, Finance, and Executive Leadership to align on performance goals, reporting expectations, and compliance standards.
  • Leadership and Delivery - Provide direction to project teams on reporting and analytics best practices; mentor staff in the use of Power BI and other data tools; ensure deliverables meet quality and timeliness expectations.
  • Internal & External Presentations - Prepare and deliver concise presentations to internal and external stakeholders, highlighting KPIs, dashboards, and performance insights.
  • Process Improvement - Identify opportunities to improve reporting, analytics, and performance tracking processes across Capital Delivery.
  • Compliance & Best Practices - Support adherence to FTA standards, risk management procedures, and industry best practices.
  • Risk Analysis & Reporting - Prepare project-level and Capital Delivery-wide risk reports, highlight key risks and mitigation actions, and provide input to recurring program-level reports.
  • Risk Implementation & Coordination - Support project teams and Project Control Leads in maintaining accurate risk registers; track mitigation actions and ensure compliance with Sound Transit's risk management procedures.
  • Risk Meetings & Assessments - Assist in organizing quarterly risk review meetings and coordinating quantitative risk assessments (QRAs), ensuring readiness and documentation of outcomes.
  • BI & Risk Dashboards - Develop and maintain Power BI dashboards to centralize risk data; build automated reporting solutions that provide leadership with clear, actionable insights.
  • Risk Register Governance - Ensure risk registers are accurate, consistently maintained, and properly integrated into Capital Delivery reporting systems; perform quality checks to validate risk data.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in Engineering, Architecture, Construction Management, Business, Information Systems, or related field; Five years of experience in program management, project delivery, reporting, analytics, or risk management within the Architecture, Engineering, and Construction (AEC) industry or a related environment; Or an equivalent combination of education and experience.

Required Licenses or Certifications:



  • Power BI certification or advanced training.


Preferred Licenses or Certifications:



  • PMP or equivalent project management certification.
  • RMP or equivalent risk management certification.
  • CCM or equivalent construction management certification.


Required Knowledge and Skills:



  • Reporting & Analytics - Expertise in data visualization, Power BI dashboards, and performance tracking systems.
  • Risk Management - Familiarity with risk management principles, risk register maintenance, and quantitative/qualitative risk analysis.
  • Leadership - Ability to guide and mentor project teams and deliver results across multiple stakeholders.
  • Collaboration - Strong skills in building partnerships across technical, operational, and leadership teams.
  • Communication - Ability to present complex information clearly to varied audiences, including executives.
  • Process Orientation - Experience streamlining reporting and analytics processes to improve organizational efficiency.


Preferred Knowledge and Skills:



  • Knowledge of FTA requirements or experience with federally funded projects.
  • Familiarity with capital program delivery processes (schedules, budgets, design, and construction).
  • Knowledge of safety and performance tracking systems.
  • Ability to forecast performance trends using historical data.

  • Work is performed in a hybrid office environment.
