Physician Affiliate Group of New York (PAGNY)has an opportunity for aDeputy Director, Health Equity for Adolescents in the Legal System (HEAL) in the Administration for Children Services.PAGNY staffs several municipal hospitals and clinics within New York City through an affiliation agreement withNYC Health + Hospitals. PAGNY's corporate staff provides administrative, practice management, and human resources services in support of its more than 4,000 clinical providers.

The HEAL Program is a newNYC Health + Hospitals initiative to transition into being the primary provider of medical services to young people in City custody.NYC Health + Hospitals employed providers will be responsible for 24/7 medical care across two secure detention sites, two school-based health centers, and limited pharmacy services at seven non-secure sites (group homes). Services include comprehensive medical screenings, dental screenings and procedures, vaccinations and routine testing, responses to immediate need, and referrals for offsite care within and outside theNYC Health + Hospitals system.

Opportunity Details:

  • Work locations include Crossroads Juvenile Center, Horizon Juvenile Center, and Belmont School Based Health Center.
  • Answer telephones and direct calls, as needed.
  • Recruit, train, and direct assigned employees.
  • Direct and manage professional and support personnel to implement and comply with clinical policies.
  • Manage ongoing employee evaluation and development.
  • Maintain and access temporary candidates from pre-screened agencies.
  • Inspect, correct, and process assigned bi-weekly employee timesheets.
  • Conduct routine site visits to all facilities.
  • Maintain contracts with relevant vendors, as needed.
  • Participate in quality improvement activities, in conjunction with the Quality Improvement Team and the Medical Director.
  • Direct and supervise data compilation and staff reporting for daily reports to ensure report distribution to the appropriate individuals in Secure and Non-Secure detention facilities by 8:30a.m. daily-year round (contract compliance issue).
  • Direct and manage medical charts for all resident transfers within a 24-hour timeframe, with medication follow-through within a defined window after resident transfer.
  • Manage movement of daily medical record flow between three detention centers.
  • Manage courier delivery vehicle maintenance schedule.
  • Manage inventory and ordering of medications and oversight of dispensing process.
  • Monitor timely response and delivery within guideline timeframes to Executive Director for approval (contract compliance issue).
  • Manage timely court order completion by providers.
  • Manage contractual requirements of dental services.
  • Manage timely faxed referrals to all specialty clinics to ensure all specialty appointments are filled.
  • Direct secure/non-secure drop Medical Record filing and manage efficient medical chart access.
  • Maintain par value clinical and clerical supplies.
  • Maintain all office equipment and repairs.
  • Maintain and order all medical record supplies.
  • Manage storage and medical record file movement ongoing.
  • Conduct ACS annual inventory control - equipment and furnishings.
  • Manage quarterly quality assurance issues.
  • Review and process vendor invoices, as needed.
  • Review and process specialty care hospital billing invoice organizing and processing.
Qualifications
  • High school diploma.
  • 3-5 years' operations experience, including management experience.
