The MAA is currently accepting applications for the position of Division Purchasing Coordinator (Administrator IV) within the Contract Support section within the BWI Operations and Maintenance Division at the Baltimore/Washington International Thurgood Marshall Airport (BWI Marshall Airport).

This position is designed to provide centralized oversight of purchasing functions across 12 operational sections, streamline coordination with the Office of Procurement and Materials Management (OPAMM), and enhance the efficiency of procurement operations that support a significant portion of MAA's $260 plus million operating budget.

Responsibilities include, but are not limited to the following:

  • Developing and managing contract modifications, contract renewals, and sole source justifications, including updates to contract language to accommodate current legislative changes, industry best practices, and changing needs of the Administration/Airport.
  • Coordinating with Division Offices and associated sections on purchasing requests for Category I Small Procurements of up to $5,000.00 as defined by COMAR for credit card purchases (CPC).
  • Overseeing all purchasing and small procurement activity for 12 sections within the Division of BWI Operations & Maintenance, which manages over 60% of MAA's PINs and 65% of the MAA's operating budget ($170M).
  • Serving as the central liaison between the Division and OPAMM, consolidating purchasing functions to improve efficiency and compliance.
  • Coordinating procurement for large capital equipment such as fire trucks and snow removal equipment.
  • Developing scopes of work, multi-year Blanket Purchase Orders, and advising on contract modifications and compliance with COMAR regulations.

This position is located at BWI Marshall Airport in Anne Arundel County, MD.

This position is an emergency essential position. All employees designated as emergency essential are required to be available to work during weather, operational and/or disaster emergency conditions. Furthermore, this position requires work in a 24- hour facility and you must be available to work any shift as required by the operational needs of the MAA.


Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of experience in administrative staff or professional work. *Four years of experience in procurement and/or contract management to include developing specifications, reviewing, analyzing, approving documentation, and providing procurement guidance to stakeholders.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.


Licenses & Certifications

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
