Data Engineer, Eswatini - Data.FI

Palladium is currently seeking a Data Engineer to support the
implementation of the Data for Implementation (Data.FI) award in Eswatini.
Data.FI is a five-year global project funded by PEPFAR and DOS, whose goal is
to accelerate and sustain access to high-quality data to expedite HIV epidemic
control and maintenance.

The project is DOS's primary mechanism for strengthening data, technology, and HIS to support HIV activities. Data.FI aims to improve global, regional, and national in-depth analysis of HIV epidemiologic and programmatic data. The analysis can then be directly applied to expedite the achievement of PEPFAR targets. Data.Fi focus also includes direct support to host-country governments to enhance existing HIS, thereby informing management responses to well-defined gaps in HIV and AIDS programming and sustaining impact by supporting the transition of activities to local partners.
The Data Engineer is a full-time position based in Eswatini.

Primary Duties and Responsibilities:

  • Develop T-SQL Scripting and development on both new and existing functions.
  • Administer Microsoft SQL Server database environments.
  • Create SQL Server replication tasks and procedures with SSIS.
  • Create database backups and restore backups.
  • Develop and update standard operating procedures for server maintenance.
  • Provide debugging assistance to development staff with DBMS.
  • Monitoring and completion of all DBA related Service desk calls
  • Create new T-SQL scripts for data retrieval for different reporting indicators.
  • Create and update existing T-SQL scripts with new indicator guides.
  • Monitor and Analyze performance of the CMIS platform, including CMIS downtime monitoring and downtime forms capturing progress.
  • Create & update metadata on the DHIS 2 platform (Data elements, category combos, datasets, indicators org units, etc.)
  • Create visuals & dashboards & working on the outline for indicator coverage.
  • Assist in the design, build and maintenance of a National Data Repository platform.
  • Assist in flagging data quality issues from the CMIS system and work with the relevant team members in resolving the issues.
  • Build MOH capacity on database maintenance activities.
  • Monitor and assist end-users on data-use dashboards' utilization.
  • Participate in the National Data Management team planning and reporting meetings.
  • Support CMIS data quality assurance activities at all levels, through the generation of data as evidence for RDQAs. Support data verification and cleaning activities.
  • Support MOH in documenting and updating data management SOPs, and generation of CMIS data coverage document as baseline of program data coverage in CMIS.
  • Support the development and implementation of MOH DQA framework for electronic systems.

Required Qualifications:

  • Bachelor's degree in computer science or an internationally recognized Diploma/Certificate in a relevant field
  • Demonstrated experience in DBMS application such as MS SQL, Oracle, Postgres SQL and MySQL
  • Experience in DHIS2 and/or Superset will be an added advantage.
    Microsoft Office
  • Strong verbal and written communication abilities (good spelling/grammar required)
  • Analytical Organisation skills (ability to organize and categorize bulk unfiltered incoming data)
  • Attention to detail.
  • Confident to work with numbers.
  • Excellent communication and teamwork skills
  • Great attention to detail
  • Written and oral proficiency in English and Siswati
  • Must be legally authorized to work in Eswatini.
