About the Role:

As the deputy chief information officer (DCIO) at NYSTEC, you will be accountable for the design, modernization, and operational excellence of NYSTEC's technology infrastructure and cloud environment. This role combines strategic vision with deep technical execution, enabling a secure, reliable, and compliant technology foundation that supports all NYSTEC operations.


Key Responsibilities

  • Infrastructure Architecture and Modernization

    • Lead the design, build, and operation of NYSTEC's enterprise infrastructure, including network, computer, storage, and cloud services across all offices and remote environments.
    • Architect and execute the migration of on-premises workloads to Microsoft Azure, establishing hybrid and cloud-native solutions aligned with NYSTEC's modernization roadmap.
    • Develop and maintain Azure landing zones, governance models, and automation frameworks (e.g., PowerShell, Terraform, or Azure Resource Manager [ARM] templates) that ensure consistency, scalability, and compliance.
    • Oversee infrastructure performance, availability, and capacity, applying observability and proactive monitoring to achieve measurable service reliability.


  • Technical Leadership and Execution

    • Serve as a hands-on technical leader, directly engaging with engineers to design, configure, and troubleshoot infrastructure, networking, and identity services.
    • Provide architectural direction and review for Microsoft 365, Azure Active Directory (AD), Intune, Teams, Exchange, and SharePoint, ensuring secure integration and optimized performance.
    • Establish clear technical standards, documentation, and repeatable deployment patterns to strengthen operational maturity.
    • Drive continuous improvement through automation, configuration management, and performance optimization.


  • Security, Compliance, and Governance

    • Partner with the chief information security officer (CISO) to ensure that all systems adhere to applicable regulatory and cybersecurity standards where applicable (e.g., National Institute of Standards and Technology [NIST], Service and Organization Controls [SOC] 2, Federal Risk and Authorization Management Program [FedRAMP], Health Insurance Portability and Accountability Act [HIPAA]).
    • Implement zero-trust and least-privilege principles across infrastructure, identity, and endpoint environments.
    • Ensure secure cloud and on-prem connectivity, including virtual private networks (VPNs), segmentation, firewalls, and identity governance controls.
    • Support audit readiness, compliance documentation, and technical evidence gathering for regulated environments.


  • Operational Excellence and Service Management

    • Oversee IT operations, service delivery, and infrastructure life cycle management, ensuring reliability and responsiveness to business needs.
    • Implement Information Technology Infrastructure Library (ITIL)-aligned processes for incident, problem, change, and configuration management supported by data-driven reporting and continuous improvement.
    • Establish proactive monitoring, alerting, and runbooks for rapid incident resolution and post-incident analysis.


  • Strategic Planning and Team Development

    • Develop and maintain multiyear technology roadmaps that align with business priorities, technical currency, and evolving compliance requirements.
    • Build and mentor a high-performing infrastructure and cloud engineering organization, fostering a culture of accountability, innovation, and service excellence.
    • Partner with Security, Finance, HR, and Project Management Office (PMO) leadership to align technology investments with risk, budget, and organizational strategy.
    • Lead vendor and partner management to ensure value delivery, service level agreement (SLA) performance, and innovation alignment.


  • Executive Collaboration and Leadership Continuity

    • Act as a strategic advisor and deputy to the CTO, providing leadership continuity and cross-functional coordination.
    • Translate technical objectives into clear business outcomes for executive stakeholders.
    • Demonstrate NYSTEC's Core Values and Behaviors in all interactions.
    • Provide leadership coverage and continuity as deputy to the CTO.




About you:
Required Qualifications

  • History of hands-on leadership across infrastructure, engineering, networking, and operations, with evidence of building or transforming organizations from the ground up.
  • Understands NYSTEC's mission, brand mindsets, core values and can put the behaviors into practice



Preferred/Desired Qualifications

  • Azure administrator, Microsoft 365 enterprise administrator, Cisco certified network professional (CCNP), certified information systems security professional (CISSP), certified information security manager (CISM), or Security+ preferred.


Education and Experience

  • Bachelor's degree in computer science, information systems, or a related field (master's degree preferred), and 15 years of directly relatable experience across a range of technical lead and leadership roles in infrastructure, operations, engineering, or similar domains
  • An equivalent combination of advanced education, training, and professional experience will be considered.


The target salary range for this position is $142,312 - $241,931 per year. When determining compensation, we carefully consider several factors including education, professional experience, and job-related qualifications.
