Responsibilities

Responsible for direct supervision of the bank's buildings & grounds in determined market area; provides support to O.R.E.O. division of bank on foreclosed properties; performs duties associated w/being a landlord on rental properties; participates w/annual Capital Expenditure budgeting for assigned market; establishes specific goals for department; directly supervises assigned personnel; communicates regularly w/assigned personnel & provides periodic performance reviews; performs as project manager on contracted jobs within assigned market area; perform all the duties of a Maintenance Mechanic I or II.

Essential Duties

  1. Directly supervises the maintenance of the bank's buildings & grounds as follows:
    • Ensures that all required maintenance activities are completed properly, (meeting both OSHA and Environmental regulations when applicable), and are consistent with established schedules & goals.
    • Performs on-site inspections and assures routine preventative maintenance is performed.
    • Prioritizes repairs based on need (work order requests) from assigned branches; assigns staff to various jobs depending on size, length, and geographic distances.
    • Works with various sub-contractors to resolve maintenance problems; troubleshoots these situations and takes appropriate-necessary timely action for resolution.
    • Solicits bids on Capital X projects and specialty jobs; reviews bids and makes recommendations to Facilities Manager or Retail Banking Administrator. Works as "project manager" to oversee and coordinate selected aspects of construction or major remodeling projects.
    • Continually evaluates the results of maintenance activities; handles performance issues with assigned personnel, sub-contractors, vendors etc.
    • Ensures that all maintenance activities are performed consistent with bank policy, OSHA, Environmental, Security and Safety parameters.
    • Is responsible for complying with Bank Security as outlined by the Corporate Risk Manager.
    • Complies with the Bank's Purchasing Policies. Will complete and submit Cap X forms on major projects and will obtain project numbers on such projects.
    • Has direct responsibility for repair & maintenance of bank owned equipment, tools, supplies & work vehicles.
    • Orders supplies and purchase equipment as needed.
  2. Demonstrates cooperative efforts in working with other departments and within own department and encourages similar behavior from staff.
  3. Supervises bank owned rental properties by performing the following duties:
    • Maintain positive tenant relations.
    • Repairs/renovates tenant office space.
    • Meets with prospective tenants and negotiates lease agreements with them. Will make recommendations to the Facility Manager.
    • Performs routine maintenance in lease spaces as needed.
  4. Participates with Facilities Manager and or Retail Banking Administrator with establishing specific goals for the department & implements strategies to achieve these goals.
  5. Determines work procedures, prepares weekly/daily work schedules based on priority / need for most efficient use of staff time.
  6. Ensures that department personnel adhere to established operating policies and procedures; monitors adherence and takes necessary corrective action when applicable.
  7. Directly supervises assigned personnel as follows:
    • Interviews and makes recommendations on the selection of new personnel.
    • Makes provisions for the proper orientation and training of new personnel as required.
    • Conducts periodic employee evaluations (in-person) throughout the probationary period and at minimum, semi-annual performance reviews.
    • Assigns "work order requests" from the branches to appropriate staff or makes determination to out-source for third party support.
    • Communicates and assigns workflow for assigned personnel.
    • Communicates to assigned personnel of pertinent policies and procedures affecting the department and or their jobs; creates an atmosphere in which upward communication from employees is encouraged.
    • Administers personnel policies and procedures as established by bank and supports our "open door" policy.
  8. Communicates with the Facilities Manager and/or the Retail Banking Administrator, the branch managers/supervisors and other appropriate staff personnel in order to implement & integrate facility improvements.
  9. Provides regular feedback regarding the status of projects to the Facilities Managers and/or the Retail Banking Administrator.
  10. Whenever necessary, performs the duties of a Maintenance Mechanic I or II. (See Maintenance Mechanic Job Description)
  11. Maintain proficient knowledge of, and demonstrate ongoing compliance with all laws and regulations applicable to this position, ensure ongoing adherence to policies, procedures, and internal controls, and meet all training requirements in a timely manner

Ancillary Duties:

As an integral member of the Facilities Department, this position is responsible to assist the department and the bank in achieving goals.

Job Location(s)

  1. Northern Market-based in the Ogdensburg State Street location w/ancillary location in our Canton Admin facility; various branch offices and other locations as necessary.
  2. Southern Market-based on the Olean Admin location; various branch offices and other locations as necessary.
  3. PA Market- based in our Olyphant Annex location; various branch offices and other locations as necessary.

Qualifications

Education, Training and Requirements: A minimum high school diploma or equivalent; specialized maintenance (trades) training. All applicants must be 18 years of age or older.

Skills: Moderate reading, writing, grammar, and mathematical skills; general knowledge of HVAC, plumbing, electrical and carpentry; ability to use necessary tools and equipment for each above; valid driver's license; ability to lift 50 lbs, no fear of heights; above average interpersonal relations and communication skills; ability to supervise a small group of employees; ability to read blue prints; ability to make decisions; above average organizational skills.

Experience: Minimum of five (5) years' experience in related positions normally required.
