DEPARTMENT OVERVIEW
At the California Digital Library (CDL), we believe that the library, in all its forms, enables and advances the critical work of students, scholars and the public. As a University of California systemwide library, CDL provides services to and on behalf of the UC system as a partner and collaborator to the ten UC campus libraries. As a globally connected digital library, CDL occupies a unique position between the local UC campuses and the global digital library infrastructure. The user base for CDL services and programs includes UC faculty, students, and library staff; the patrons of the consortia in which the UC Libraries participate; and the many people worldwide who benefit from UC's open access offerings.
The California Digital Library has four core programs: Discovery & Delivery (D2D); Shared Collections; Publishing, Archives, and Digitization; and the UC Curation Center (UC3). The CDL is a unit within the Academic Affairs division of the UC Office of the President, has a staff of 75+ and is located in downtown Oakland.
POSITION SUMMARY
The Discovery & Delivery (D2D) Technical Team Manager plays a key role in leading a dedicated development team responsible for the technical architecture, operations, and continued evolution of systems and services for the D2D program at the California Digital Library (CDL). Current D2D production services include Zephir, a metadata management service run on behalf of the HathiTrust, and AGUA, a web-based service that provides key collection data to the Western Regional Storage Trust (WEST) and UC Libraries Shared Print Initiative. Reporting to the D2D Director, and working in close partnership with the program's Associate Director, the Technical Team Manager will manage a team of talented, experienced developers to ensure that systems provided by the group are reliable, robust, and efficient; effectively meet service goals and the needs of end users; and conform to relevant domain and development best practices and standards.
The incumbent will be responsible for resourcing projects and tasks, as well as proactively supporting the ongoing professional growth of staff. Beyond ensuring the continued delivery of high-quality services and project outcomes, the position is responsible for evaluating new opportunities, technologies, and industry trends as they emerge to determine if they can be adapted for increased utility of D2D services.
The D2D Technical Team Manager will work with other CDL program technical leaders to provide cross-organizational technical strategic guidance, planning and decision making, and will collaborate with staff from other organizations and UC campus libraries with whom CDL partners.
California residents from outside the Bay Area who wish to work remotely will be considered. Bay Area residents are eligible for fully on-site or hybrid work. This position is not available for sponsorship.
Responsibilities
- 30% Team Leadership: Leads a distributed staff of five software engineers in managing a suite of technically diverse, complex applications, in various phases of development and maintenance, ensuring they are well built, run smoothly, and provide a robust user experience. Leads technical architecture discussions, defines technical strategy, and collaborates on developing roadmaps and work plans. Provides guidance on all technical aspects of development including requirements definition, design, implementation, testing, integration, and monitoring. Ensures maintainability, testability and performance across an evolving range of platforms and tools. Drives technical excellence by leading through example, advocating best practices, and mentoring team members on a range of technical development practices, services, and standards. Understands, communicates and tracks execution of priorities to team members. Ensures that team activities are aligned with strategic priorities and that sufficient time is allocated for professional development opportunities.
- 20% Management and Supervision: Builds an inclusive and diverse team with high productivity and engineering excellence. Provides continuous feedback, identifies process improvement opportunities, openly communicates and collaborates to enhance team capabilities. Sets individual and team-based performance goals, motivates collective effort, and cultivates staff expertise through effective leadership and support for professional development. Manages and delegates programming assignments, ensuring that staff activities are aligned with both D2D programmatic, and the broader CDL organizational, strategic priorities. Ensures technical staff proficiency in supporting current services, identifies new software development practices and methods, and supports ongoing staff development. - 20% Technical Oversight and Product Quality: Develops and oversees the continued implementation of strategies for technical consistency, reliability and efficiency across all D2D services. Works closely with program managers, product leads, and other stakeholders to ensure that the features delivered meet defined user needs. Ensures the creation and use of best practices for operational standards, stakeholder communication and engagement, product/project development and roll-out activities, documentation, QA, reporting, and assessment. Leads a culture of code reviews and collaborative development, testing, quality, and automated test coverage.
- 20% Collaboration: Works proactively with D2D, CDL, and UC Libraries' colleagues to identify opportunities for collaboration, develop best practices, and improve operating procedures. Explores the potential for shared systems and applications, and recommends shared actions. Manages collaborative efforts, including systemwide initiatives and partnerships on a national scale. Serves on relevant ad-hoc UC Libraries systemwide committees and work groups, cultivating strong relationships with UC campus technical leaders and other external stakeholders.
- 10% Planning: Works with program leadership and senior product managers to strategically prioritize and schedule development work based on programmatic needs. Oversees system development resource estimates, deliverables, and timelines. Prepares and presents technical project plans to management, the larger D2D team, and the cohort of CDL technical team managers. Rationalizes planning and evaluation activities in order to promote strategic and deliberate product development and to create capacity within the technical team to take advantage of new opportunities. Regularly assesses team practices and projects, recognizing and adapting when those activities should be modified or ended.
Required Qualifications
- Minimum 8 years' experience working within a technical environment with increasing levels of responsibility.
- Expertise in a relevant programming language, such as Python.
- Knowledge of AI, Machine Learning, and Deep Learning techniques and frameworks.
- Thorough knowledge of technical development best practices and resourcing, sufficient for application building, technology assessment, and strategic planning.
- Demonstrated skill in managing technical staff, including providing ongoing mentoring, encouraging staff development, and employing conflict resolution strategies.
- Experience in the management of ongoing technology infrastructure evaluation and implementation, to include the identification and integration of suitable emerging technologies, including open source and/or vendor-supplied products.
- Thorough and up-to-date knowledge of architecture strategies, environment design, and system provisioning for complex applications, including familiarity with the AWS ecosystem.
- Excellent oral and written communication skills, including the ability to effectively present technical topics to individuals and groups with potentially varied levels of technical sophistication.
- Critical thinking and problem-solving skills to support the resolution of complex issues and to recognize new opportunities as they emerge.
Preferred Qualifications
- Familiarity with the library technology domain, including specific AI applications related to academic libraries.
- Familiarity with agile development principles and practices.

- Bachelor's degree in related area and / or equivalent experience / training.
- Minimum 4 years experience managing teams and technical systems or services with multiple, distinct stakeholder groups.
Preferred Qualifications
- Advanced degree preferred.

Travel Requirements
5% Remote employees (residing outside reasonable commuting distance to the Oakland office) must be able to travel to the Oakland office with reasonable notice based on business and operational needs.
