MCIWEST Regional Manager (RM)

Summary:

The MCIWEST Regional Manager is responsible for overseeing unaccompanied housing (UH) management operations across multiple USMC installations within MCIWEST. Serving as the primary link between the Deputy Project Manager (DPM) and local installation Supervisors, the Regional Manager ensures consistent implementation of contract requirements, operational standards, and customer service excellence. This role requires strong leadership, program oversight, and the ability to coordinate diverse teams across geographically dispersed locations to support the USMC Housing Property Management Services (HPMS) mission.

Work Location and Travel:

Work Location: On-site at Camp Pendleton

Travel: up to 50% - regular travel to MCIWEST installations to oversee operations, conduct site visits, and engage with stakeholders.

Essential Duties & Responsibilities:
  • Lead UH management operations across MCIWEST installations, ensuring contract compliance with Marine Corps Order 11000.22, DoD 4165.63M, and all HPMS PWS requirements
  • Oversee occupancy management, maintenance request tracking (via eMH, Maximo, and QSRMax), resident services, and furnishings accountability.
  • Monitor key metrics (occupancy/utilization, resident satisfaction, maintenance completion, and financial reporting) and provide regional performance summaries to the Deputy PM and Project Manager.
  • Supervise and mentor the Deputy Regional Manager, Asset/Property Manager, and installation Supervisors
  • Conduct regular site visits and inspections across installations to validate performance and support staff.
  • Provide coaching and training to ensure staff maintain compliance with OSHA, DoD, and USMC housing policies.
  • Serve as the regional point of contact for Installation Housing Representatives (IHRs) and Public Works Departments (PWD), ensuring timely issue resolution.
  • Facilitate communication between installation Supervisors and the DPM, providing regional insights and recommendations to improve program delivery.
  • Participate in regional housing and leadership meetings, delivering updates on property conditions, occupancy, and resident concerns.
  • Ensure timely submission of regional deliverables, including Occupancy/Utilization Reports, Preventive Maintenance Logs, Property Condition Assessments, and Furnishings Reports.
  • Standardize operational practices across installations and regions to maintain consistency in customer service and compliance.
  • Identify systemic challenges in housing operations and work with the PMO to implement corrective actions or process improvements.
  • Evaluate regional performance data to identify trends and opportunities for cost savings, efficiency gains, and improved resident services.
  • Support transition-in and transition-out activities by ensuring regional teams provide accurate data, inventory, and continuity plans.
  • Other duties as assigned.
Competencies:
  • Strong experience supporting or managing USMC unaccompanied housing barracks.
  • Knowledge of housing/property management, facilities maintenance, and customer service operations.
  • A proven track record of managerial experience, including leading 50+ personnel and three (or more) geographically dispersed teams.
  • Skilled in stakeholder engagement with military leaders, government officials, and contractor staff.
  • Analytical and detail-oriented, with the ability to interpret metrics and drive data-informed decisions.
  • Proficiency in eMH, USMCMax, QSRMax, and Microsoft Office Suite.
Education and Experience:

Education: Bachelor's degree in Business, Property Management, or related field

Experience: 5 years of work experience with 3 years supporting property management, housing management, or facilities support

Supervisory Responsibilities:
  • Direct supervision of Deputy Regional Manager, Asset/Property Manager, and installation Supervisors
  • Responsible for staffing, training, equipping, and performance management across the region.
  • Acts as the escalation point for resident and operational issues unresolved at the building level.

Additional Comments:

The salary (or hourly wage) range that MCS reasonably expects to pay for this position is $110,000-$120,000, which reflects a good faith estimate of what MCS expects to pay for this role. Final compensation may vary based on the candidate's experience, education, skills and geographic location.
