Western Door Federal is seeking a remote Revenue Cycle Modernization & Innovation (RCMI) DMLSS (Defense Medical Logistics Standard Support)/LogiCole Subject Matter Expert (SME). The DHA IRIS Revenue Cycle Modernization & Innovation (RCMI) DMLSS (Defense Medical Logistics Standard Support)/LogiCole Subject Matter Expert (SME) assists the Military Health System client with optimization, reconfiguration, and enhancements to the DMLSS system and interface with revenue cycle management (RCM) capabilities related to supply chain operations within an electronic health record (EHR) environment. Roles and Responsibilities:
- Develop dashboards and reports based on government lead priorities.
- Lead the development of work products and deliverables; manage recurring tasks and work products.
- Work with executives and other business leaders to identify opportunities for improvement.
- Develop slide decks / presentations and Memorandums to/from DoD Senior Leaders
- Support supply-related charge capture processes to improve supply chain transparency, charge accuracy, and downstream revenue generation.
- Review and optimize end-to-end supply chain workflows, including inventory management, order fulfillment, demand forecasting, and materials management, aligned to the MHS GENESIS environment.
- Establish and refine continual improvement processes to sustain products, services, and workflows across the supply chain function.
- Provide DMLSS/LogiCole subject matter expertise for supply-related workstreams and working groups.
- Collaborate with specialties including SurgiNet, PharmNet, FirstNet, and PathNet to ensure accurate clinical documentation and supply usage mapping to billing.
- Requires knowledge of the DHA MED Log policies and procedures to assist with coordinating healthcare technology and property requirements in compliance with DHA Policies and procedures.
- Assist in the development, maintenance, and iterative improvement of project teams and working groups related to logistics, purchasing, and materials management.
- Partner with VA counterparts to align on interoperability and best practices in supply chain governance.
- Contribute to innovation, pilots, and use cases that explore advanced technologies in supply chain transformation, such as AI forecasting or blockchain for traceability.
- Collaborate with stakeholders to support compliance with federal acquisition regulations and optimize logistics efficiency.
Basic Qualifications:
- Requires a Bachelor's degree in a clinical or healthcare-related field. An Associate degree combined with an additional five (5) years of Revenue Cycle experience may be substituted for the Bachelor's degree.
- Can achieve a Favorable Suitability Adjudication, based on a T1 background investigation.
- Due to the nature of the government contract requirements and/or clearance requirements, US citizenship is required.
- Experience leading cross-functional teams and coordinating logistics transformation initiatives in the Military Health System.
- Demonstrated expertise with DoD supply chain systems such as DMLSS, LogiCole, or similar platforms.
Desired Qualifications:
- Demonstrated expertise with Cerner Supply Chain Management modules and related item master data governance.
- Experience serving as liaison between technical teams (developers, system integrators) and functional users (logisticians, supply chain, medical treatment facilities).
- Experience implementing systematic builds and conducting validation testing of supply chain-related functionality in MHS GENESIS or other Oracle Health systems.
- Knowledge of federal procurement processes, logistics, and materials management in a healthcare environment.
- Experience in transition efforts: migration of data from legacy DMLSS into LogiCole, ensuring data integrity, validation, and mapping.
- Ability to identify, analyze, and improve workflows linking supply chain activity with patient-level care documentation and billing.
- Experience designing and facilitating training programs for supply chain staff on DMLSS inventory systems.
- Understanding of clinical and operational workflows and the role of supply chain optimization in reducing cost and waste.
- Proficiency in Tableau or Power BI for building supply and financial analytics dashboards.
- Strong written and verbal communication skills for engaging stakeholders and executive audiences.
- PMP or CAPM certification, CRCR certification, or related logistics credentials (e.g., CSCP, CPIM).
