  • Salary Range - 75,000 to 85,000
  • Clearance - A successful candidate must have an active "Secret" clearance to be considered.
  • Location - Tyndall AFB, FL

Position Title: Capability Requirements Manager

Plans, organizes, and performs studies and analyses of theater, campaign and local mission issues arising in airbase operations and expeditionary combat engineering of advanced difficulty and complexity. Establishes assumptions, measures effectiveness of approaches, and evaluates available alternatives. Analyzes the feasibility of advanced analytical approaches or different proposed policies. Evaluates impacts of new technologies on current systems and policies, as well as current programs, focusing on the design and management of complex systems over their life cycle.

Potential Tasks:



  • Performs capability requirements development and risk management on a broad range of capability analysis assignments.
  • Develops and executes study plans for evaluating the effectiveness, cost, and risk of advanced engineering capabilities, systems, equipment, and force structures for combat engineering operations as a primary duty for technical planning, technical assessment, and investment decision analysis.
  • Leads capability baseline development studies and teams to document enterprise level capabilities (i.e., tasks, conditions, standards, and means), in accordance with the Joint Capabilities Architecture (JCA) to define stakeholder/warfighter requirements.
  • Plans and leads requirements analyses and technical assessments and presents findings to the appropriate Program Executive Officer (PEO) for approved AF acquisition programs or to the designated Milestone Decision Authority (MDA) for enterprise-approved functional procurement programs to support continued capability investment and fielding decisions.
  • Plans and leads studies and teams, approved and directed by the AF Requirements Oversight Council (AFROC), Office of the Secretary of Defense for Cost Assessment and Program Evaluation (OSD/CAPE), or Functional Capability Authority (FCA) to produce analytical reports and requirements decision documents including, but not limited to, DOTMLPF-P analysis, Initial Capability Document (ICD), Analysis of Alternatives (AOA), and Capability Development Document (CDD), or their functional equivalents.
  • Builds and maintains working relationships with OSD, the AF, other MAJCOMs and Combatant and Unified Commands; the operations community; other functional communities; the intelligence community; the studies, analysis, modeling and simulation community; and AF and Joint requirements communities who may be providing stakeholder requirements definitions.
  • Provide requirements development support to include: performing analysis to provide selection criteria for possible solutions; performing analysis necessary to validate and quantify materiel solutions through gap analysis; performing Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities and Policy (DOTMLPF-P) analysis; performing analysis of alternatives; performing functional needs analysis; and performing functional solution analysis.
  • Attends and participates in strategic planning and analysis activities, including conferences, briefings, seminars, exercises, weapons and tactics working groups, and wargames related to advanced concepts, future capabilities, and operational assessments.


Experience and Qualifications:



  • Active secret security clearance
  • 3-10 years' experience in an Engineering related field.
  • Strong communication skills, with the ability to work effectively with diverse teams and stakeholders.
  • Strong organizational skills with the ability to coordinate and facilitate multi-agency responses with the proven ability to collaborate effectively across diverse teams.
  • Proficiency in producing technical reports, requirement documents, background papers, white papers, and similar Government documents.
  • Experience with Joint Operational Engineer publications, Joint Capability Areas and mapping National Military Strategy down to AF Mission Essential Tasks.
  • Passport is required for potential overseas travel.


Training and Education:



  • Applicants must possess a bachelor's degree in an engineering discipline (e.g., civil, mechanical, or electrical). A master's degree is strongly recommended.
  • Must have an Active "Secret" Clearance
