Overview

Presbyterian is seeking an Assistant Privacy Officer to participate in and support ongoing activities related to the development, implementation, maintenance of the organization's Privacy Program. Support the Presbyterian Healthcare Services (PHS) Privacy Officer in furthering the PHS commitment to protecting the health information privacy and confidentiality of patients, members, and other members of the PHS community. Participates in and supports ongoing activities related to the development, implementation, maintenance of the organization's Privacy Program in order to ensure the protection of patient and member protected health information and other sensitive information in accordance with federal and state laws, other privacy laws where applicable, and PHS information privacy policies and practices. The Privacy Program is carried out through the PHS Privacy Program and PHS Corporate Compliance.

The Program focuses on operationalizing the following initiatives:
(1) privacy education, training and awareness;
(2) privacy risk management and mitigation;
(3) promulgating best practices through awareness and education;
(4) advising, oversight and monitoring; and (5) privacy incident response.

Ideal Candidate:

Health care law or privacy experience.



Qualifications

  • Juris Doctor with 3 to 5 years of experience in health care law or privacy.
  • Demonstrated growth mindset; outstanding written and oral communications; and broad knowledge of modern information technology systems and cybersecurity.
  • CIPP/US preferred.

Education Essential: Juris Doctor Degree



Responsibilities

  • Develops a close working relationship with the Privacy Officer and relationships with key staff across the PHS enterprise, including but not limited to legal, contracting, and their respective teams, health care delivery compliance, health plan compliance, information systems, human resources and other PHS personnel working on areas with significant privacy and/or civil rights components.
  • Investigates and acts on complaints and investigations relating to privacy practices and policies as well as other compliance related matters in coordination and collaboration with other similar functions and, when necessary, legal counsel.
  • Performs initial and periodic information privacy risk assessments and conducts related ongoing compliance monitoring activities in coordination with the entity's other compliance and operational assessment functions.
  • Monitors developments and trends in privacy and formulates strategy in conjunction with the Privacy Officer accordingly.
    *Initiates, facilitates, and promotes activities to foster information privacy and compliance awareness within the organization and related entities.
  • Participates in the review of business associate agreements or third-party data sharing agreements and other third-party activities to address privacy-related matters and/or concerns.
  • Ensures policies are regularly reviewed and updated in keeping with changes in legal requirements.
  • Maintains current knowledge of applicable federal and state laws (e.g., HIPAA, HITECH, state breach notification laws, civil rights laws) within the health care context and other compliance related laws. Monitors advancements in information privacy and governance related technologies to ensure organizational adaptation and compliance.
