JOB SUMMARY The Human Resources and Administrative Manager supports the recruitment, onboarding, employee relations, and compliance efforts of the organization. This role also provides executive-level administrative support, manages purchasing and volunteer coordination, and ensures alignment with divisional HR policies and procedures. The role requires exceptional organizational, communication, and multitasking skills to effectively handle the diverse responsibilities in a dynamic, mission-driven environment. ESSENTIAL DUTIES AND RESPONSIBILITIES Areas of responsibility include but are not limited to the following: Human Resources & Recruitment
- Monitor open positions and coordinate recruitment strategies.
- Ensure job descriptions are current and accurate.
- Support departments with candidate screening, interviews, and onboarding logistics.
- Conduct and process background checks, including territorial and reference checks.
- Communicate hiring decisions and clearances promptly.
- Monitor and document training compliance (e.g., Safe-From-Harm, CPR).
- Liaise with divisional HR on benefits, leaves and workers compensation claims.
Administration
- Maintain complete and confidential employee files.
- Conduct new hire orientations and ensure all required documentation is collected.
- Coordinate employment changes (hires, terminations, promotions) with divisional HR.
- Track performance evaluations and ensure timely processing.
- Prepare data for audits and Department of Labor reporting.
- Manage annual MVR reviews for employees who drive on behalf of the organization.
Employee Relations
- Serve as first point of contact for employee concerns.
- Collaborate with leadership and divisional HR on investigations and performance counseling.
- Promote healthy workplace culture through communication, events, and recognition.
- Share updates like open enrollment and handbook changes.
Administrative Support
- Provide executive-level support to senior officers, including scheduling, reporting and correspondence.
- Assist with presentation, board materials and travel coordination.
- Maintain confidential records and assist with board materials.
Purchasing & Operations
- Manage procurement of supplies and equipment
- Support operational projects and track timelines in coordination with the senior operations director.
- Research vendors, negotiate pricing, and track budgets with finance.
Volunteer Management
- Oversee volunteer recruitment, orientation, scheduling and compliance
- Maintain volunteer records and ensure policy compliance.
- Coordinate volunteer placement with departments.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES Education: Bachelor's degree in business administration, human resource management or related field (preferred), or equivalent work experience Experience: Minimum of 3-5 years' experience in executive-level support, purchasing and or human resources. Skills/Abilities:
- Strong organizational and multitasking abilities with a high level of attention to detail.
- Familiar with employment laws, background check procedures and HR policies
- Skilled in maintaining accurate and confidential records (employee files, board minutes etc)
- Excellent communication skills, both written and verbal.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and familiarity with purchasing/HR software.
- Ability to maintain confidentiality and work with sensitive information.
- Experience managing volunteer databases, scheduling and compliance.
- High level of discretion and integrity in handling sensitive information.
- A willingness to promote the mission of The Salvation Army.
REPORTING RELATIONSHIPS
- This position reports to the Senior Kroc Officers
- This position supervises the Human Resource Assistant and the Volunteers
JOB LIMITATIONS
- This individual will only commit Army resources that have been allocated or approved.

PHYSICAL DEMANDS/WORK ENVIRONMENT
- Office work setting, long hours sitting
- Occasional travel may be necessary for meetings or events.
- Flexibility in work hours may be required based on organizational needs
