Summary: The Logistics Analyst activities include providing item and inventory management services, supply management, stock control, and cataloging for government owned operating materials and supplies (OM&S) inventory and initial deployment inventory in support of assigned systems for but not limited to the C5ISC Communications Product Line.
Responsibilities
Essential Job Functions:
- Process day-to-day supply support transactions in NESSS for assigned Communications Product Line systems.
- Provide inventory management support for assigned system and equipment though purchase, repair, disposal and inventory analysis.
- Provide inventory management support for assigned system and equipment though development of NSN development processes/procedures, enrollment in NESSS, as well as establishment and management of inventory levels.
- Prevent repair and replacement part delays via regular review of Quality Deficiency Repair Reports (QDR) and Supply Discrepancy Reports (SDR) from field units and provide direction to units on returning or disposing of discrepant items.
- Work with USCG Centers of Excellence on lifecycle support of systems to prevent interruption of maintenance and mission.
- Review Frustrated Receipts Report and work with both internal and external responsible organization to resolve issue and receipt discrepancies to ensure inventory accuracy.
- Review required CFO Financial Reports to verify that adequate funding is available for repair and procurement of maintenance.
- Review required NESSS Backorders, Pending/overdue Due-ins reports, inventory high and low limit thresholds, and line-item demand data to determine replenishment line items and priorities to maintain systems, subsystems, and components to required performance levels.
- Utilize COGNOS, BMI, WEBFLIS, and other Coast Guard, DOD, and industry tools to identify supply sources for spare parts and obsolescence management for supply support of assigned systems
- Respond to request of excess material at field unit level and prepare validation packages to establish due in for return of reusable material. Works with inventory managers of other services/agencies and with program managers of major contractors dealing with U.S. Coast Guard Inventory Participates in Logistic Compliance Inspections to review, discuss and resolve logistic support issues.
- Assist in development of long-range forecasts of material/inventory support covering current year and up to five years in the future to maintain readiness and effectiveness of assigned systems.

- Coordinate with engineering personnel, to identify supply sources or develop new sources for problem line items or when a no quote is received from vendors. Develops PWS's and PR packages for competitive and non-competitive commercial repair and/or purchases of assigned inventory line
- Perform proactive obsolescence management and Diminishing Manufacturing Sources and Material Shortages (DMSMS) activities for components and lowest repairable units (LRU's) of COMPL assigned systems.
- Provide customer support to Coast Guard field units to resolve maintenance and logistics
- Analyzes equipment, component, and/or line-item characteristics affecting usability of material related to use, storage, and shipping. Develops initial spare parts distribution provisioning plans.
- Research and prepares purchase requests for inventory replenishment by obtaining vendor quotes, preparing purchase request documentation to include but not limited to statements of work, justifications for other than full and open competition, product specifications, and other technical documentation. Verifies products offered to the government comply with contractual requirements before acceptance, document deficiencies and recommends corrective Examines all equipment received to determine physical condition and adherence to product specifications.
Qualifications
Necessary Skills and Knowledge:
- Personnel performing Inventory Management activities require thorough knowledge in supply chain, government provisioning, cataloging, and inventory management principles and the use of a variety of Coast Guard support databases such as but not limited to ALMIS, AMMIS, NESSS, FLS, BMC Remedy, CGFIXIT, and SFLC Inventory Management Activities include the following services for COMMUNICATIONS PRODUCT LINE asset lines involving up to 10000 inventory line items with a population of approximately 8000 inventory stock items.
Minimum Qualifications:
- Minimum 3 - 5 years of related experience.
- Must be a US citizen.
