The OSP Controls & Governance team is seeking an experiencedSenior Program Manager - Change Managementto take ownership of the governance framework and lead change management across our business process and project management software platform. This role will not only guide system and process changes for Zayo's OSP (Outside Plant) and ISP (Inside Plant) operations but will also serve as a strategic leader in how the organization evolves its project delivery capabilities.

This individual will be responsible for ensuring that every change - whether system-based, process-driven, or organizational in scope - is executed with discipline, transparency, and measurable business value. Acting as the bridge between operations, technology, and leadership, you will drive initiatives that strengthen our ability to scale, improve reliability, and maximize efficiency across critical infrastructure projects.

This role is central to thereliability, scalability, and efficiencyof our OSP and ISP operations. Your leadership will ensure that system and process improvements are not only well-designed but also successfully adopted and sustained. By aligning change management with business strategy, you will help reduce risk, lower costs, and accelerate project delivery timelines - driving measurable improvements in how we build, manage, and maintain network infrastructure.

This is asenior program management rolewith broad visibility and influence across the enterprise. The position requires strategic thinking, the ability to lead governance across multiple functional areas, and the confidence to guide executives and operational leaders in making informed change decisions.

Responsibilities

  • Own the enterprise change control frameworkfor OSP and ISP project management systems and processes, ensuring alignment with governance, compliance, and operational standards.

  • Act as astrategic advisorto leadership, presenting clear impact analyses and recommendations to guide decision-making on high-value changes.

  • Lead and facilitate cross-functional governance forums(change review boards, steering committees, executive councils), driving accountability and prioritization.

  • Translate business and technical requirements into structured change programs, ensuring they are delivered on time, within scope, and aligned with broader business strategy.

  • Develop and enforcestandardized workflows, controls, and performance metricsfor evaluating and monitoring the success of changes.

  • Build and maintain strong partnerships with OSP/ISP project managers, technology teams, and operational leaders to drive adoption of change initiatives.

  • Monitor organizational readiness, adoption rates, and post-change performance; implement feedback loops for continuous improvement.

  • Serve as achange champion, coaching stakeholders and building a culture of governance, accountability, and adaptability.

  • Identify and mitigate risks associated with change initiatives, ensuring operational continuity and minimizing disruption to active projects.

  • Lead continuous improvement initiativesacross OSP and ISP, leveraging lessons learned to refine governance practices and enhance efficiency.

Qualifications

  • Bachelor's degree in Business, Information Systems, Project Management, or related field (or equivalent experience).

  • Minimum of seven (7) years of experience inchange management, business process management, or software program/project management, preferably in telecom, construction, or large-scale infrastructure.

  • Demonstrated ability to manageenterprise-level change initiativeswith measurable impact on operational performance.

  • Strong facilitation and communication skills, with the ability to influence across all organizational levels, including executives.

  • Proven track record of implementing governance frameworks, process improvements, and technology-enabled solutions.

  • Advanced education or certifications such asSix Sigma, CCMP, or PMP are a plus.

  • Strong leadership and team collaboration skills with the ability to motivate, mentor, and lead cross-functional teams to an intended result

  • Excellent organizational and multitasking abilities, with strong attention to detail in project planning and execution.

  • Proficiency in project management methodologies (specifically Agile and Scrum), process and software management tools, and best practices.

  • Exceptional communication and interpersonal skills to effectively engage with technical and non-technical stakeholders.

  • Proactive problem-solver who tackles challenges head-on, thrives in ambiguity, and confidently drives progress in uncertain areas with moderate supervision and guidance.

Miscellaneous Requirements

  • Strong knowledge of MS Office (Excel, Word, etc.) and Google Suite products.

  • Travel as required (Less than 10% estimated) for critical meetings.

  • Approved to work in the United States.

Estimated Base Salary Range: $87,600 - $134,700 USD/annually.

The base pay range shown is a guideline and reasonable estimate for this role. It takes into account the wide variety of factors that are considered in making compensation decisions. Actual compensation offered may vary from the posted range based upon geographic location, work experience, skill level, certifications, and other business and organizational needs. Non- sales roles may be eligible to participate in a discretionary annual incentive plan. Sales roles may be eligible to participate in a sales incentive plan.

Additionally, this position may be eligible for certain benefits, such as health insurance, life insurance, disability retirement plans, paid time off.
