The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to departmental budgets, qualifications, experience, education, licenses, specialty, and training. The above hiring range represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting.

Position Summary

Reporting directly to the Survey Implementation Lead, the CSPro Programmer is responsible for programming aspects of nationally representative population-based surveys in sub-Saharan Africa designed to assess the impact of PEPFAR-supported HIV prevention, care and treatment programs as well as other for surveys. Works in conjunction with ICAP HQ, country teams and in-country statistical partners to ensure the development and implementation of tablet and cloud-based systems to collect, manage and clean high-quality survey data. Provides support in this area to PEPFAR, Ministries of Health and ICAP country teams.

Responsibilities




  • Household Listing Programming Functions (45%)



    • Program HHL CSPro form based on guidance from ICAP
    • Meet weekly (or more often as needed) with ICAP to plan for and review HHL CSPro programming progress
    • Provide thorough quality control review of HHL data collection instrument provided by ICAP
    • Use template CSPro HHL data collection instrument provided by ICAP and adapt this form for surveys, including retaining all variable names and questions, unless agreed to collectively
    • Conduct adaptation of the template between weekly calls with ICAP to ensure timely progress
    • Develop beta versions of form for testing, training, field practice (as needed) and incorporate changes from feedback
    • Release translations template with all text that needs translations (as needed)
    • Develop a fully functional HHL data collection application from an existing template shared by ICAP in English and share for testing with ICAP
    • Incorporate French translations and share for testing with ICAP
    • Provide thorough quality control on HHL data collection application including translations, including thorough extraction testing to ensure skip patterns are functioning per specifications provided by ICAP
    • Provide a fully functional production HHL data collection application in English and French for configuration for HHL training
    • Review CSPro code and test forms
    • Provide capacity building as needed


    Survey Data Collection Programming Functions (50%)



    • Program main survey CSPro forms based on guidance from ICAP
    • Meet weekly (or more often as needed) with ICAP to plan for and review the main survey CSPro programming progress
    • Provide thorough quality control review of main survey data collection instruments provided by ICAP
    • Use template CSPro main survey data collection instrument provided by ICAP and adapt this form for CIPHIA, including retaining all variable names and questions, unless agreed to collectively
    • Conduct adaptation of the template between weekly calls with ICAP to ensure timely progress
    • Develop beta versions of form for testing, training, field practice (as needed) and incorporate changes from feedback
    • Release translations template with all text that needs translations (as needed)
    • Develop a fully functional main survey data collection application from an existing template shared by ICAP in English and share for testing with ICAP

    Performs other duties, as assigned (5%)




Minimum Qualifications



  • Bachelor's Degree and 5 years of experience required
  • Experience in projecting workflow to meet deadline with available resources
  • Advanced knowledge of Base SAS, SAS/STAT and SAS Macro Language
  • Experience working with complex programs involving short deadlines and multiple tasks, in coordination with multiple partners to achieve program results
  • Strong interpersonal, communication, organizational, analytical, and leadership skills


Preferred Qualifications



  • Degree in Statistics, Biostatistics, Epidemiology or related discipline
  • 10+ years of experience
  • Master's degree, or equivalent combination of education and experience
  • Experience in HIV related field
  • Experience working with large scale survey analyses
  • Experience with CSPro
  • Experience with other analysis and data management tools and techniques, such as data visualization, geospatial analysis, survival analysis, logistic regression, SQL, or similar


Other Requirements



  • Up to one domestic and/or international trips per year.
