SUMMARY: WR has an opportunity for a Director, Contracts to lead and manage the full contract lifecycle while overseeing the Contracts department. This key leadership role supports company policies, objectives, and business goals and requires extensive experience in contract negotiation, administration, and team leadership.
Position responsibilities will include, but are not limited to the following:
- Develops and implements strategic Contracts policies, practices, and procedures to meet the organization's needs that maximize efficiency and mitigate risk.
- Provides strategic thought leadership and vision to support WR's divisional and organizational strategic targets.
- Acts as a key advisor for complex contractual matters.
- Negotiates complex terms and conditions with customers, vendors, and partners.
- Ensures all contractual activities comply with applicable federal, state, and local laws, including FAR/DFARS clauses.
- Provides support to Business Development and Proposal efforts.
- Manages the full contract lifecycle, from proposal and negotiation through execution and closeout, for all major contracts, subcontracts, and agreements.
- Builds and maintains strong relationships with key internal and external stakeholders, including executives and potential partners to maximize successful outcomes.
- Provides support and oversight for budget development to ensure adequate resources for teams, programs, and initiatives; monitors and adheres to budget.
- Provides day-to-day management and leadership of assigned personnel, to include handling routine staff issues, resource allocation, training, performance management, career development, compensation management, disciplinary actions, and separation.
- Ensures adherence to WR's Quality Management System (QMS), all contract requirements, regulatory and legal requirements, organization policies, practices, and procedures.
- Provides contractual advice to Senior- and Executive Management to protect corporate interests.
- Assists in risk analysis and mitigation including business services liability.
- Counsels in conduct of relations with federal, state and local authorities.
- Establishes and fosters open communications between Contracts/Procurement department and other functional entities.
- Reviews proposed contracts/subcontracts with vendors, teaming partners, subcontractors, and customers.
- Ensures contracts meet legal requirements.
- Interacts with customers, subcontractors, vendors, auditors, etc. as necessary.
- Modifies standard subcontract/purchasing documents to meet corporate and customer needs.
- Supports operations, finance, business development, and other corporate groups to ensure corporate requirements are met.
- Identifies contract requirements, develops schedules of critical elements and decision points in coordination with operations.
- Monitors deliverables and project milestones to meet contractual requirements.
- Monitors contract/subcontract funding and communicates information to operations to reduce occurrence of performance on risk and to ensure performance within approved budgets.
- Provides status updates and reports to Senior- and Executive management, as required.
- Identifies problems to appropriate management personnel in a timely manner and ensures effective corrective action or resolution in achieved.
- Ensures Contracts files are maintained in accordance with regulatory and organizational guidelines.
- Works with Government Property personnel to ensure strict adherence to contractual requirements related to Government Property.
Candidates must possess the following knowledge, skills, and experience:
- Bachelor's degree in Business Administration, Contract Management, or similar field.
- Master's degree in Business Administration or related field preferred.
- Ten (10) + years of direct and relevant experience in Contracts Administration within a federal government contracting environment.
- CPCM or CFCM certification preferred.
- Expert knowledge of all types of government contracts, regulatory guidance, including FAR and DFARS, Contractor Procurement System Review (CPSR) compliance requirements, and regulatory audit preparation and reviews, internally and with applicable agencies (i.e. DCMA, DCAA, etc.).
- Ability to use discretion and maintain the security of company confidential and business sensitive information.
- Advanced skill in the use of MS Office products, specifically Outlook, Word, PowerPoint, and Excel.
