Torch is seeking a highly skilled Systems Design Engineer with an obsolescence background to support Army programs in proactively managing Diminishing Manufacturing Sources and Material Shortages (DMSMS). The ideal candidate will be proficient in contract language, Army and DoD procedural compliance, and ISO 9001 standards, while ensuring data integrity, preparing risk analyses, and creating actionable lifecycle sustainment strategies. This role requires strong analytical, research, and communication skills to engage with stakeholders at all levels.

As aSoftware Design Engineer your duties will include the following, but are not limited to:

  • Develop and implement proactive DMSMS strategies to manage obsolescence risks across the entire program lifecycle.

  • Monitor electronic, mechanical, and COTS availability, forecasting risks and proposing mitigation plans (last-time buys, redesigns, alternate sourcing).

  • Maintain DMSMS cases and provide updates to leadership.

  • Conduct in-depth research to validate data accuracy, ensuring alignment with ISO 9001 guidelines and internal quality standards.

  • Prepare documentation to support external/internal audits and sustain data integrity across the group.

  • Stay current on Army/DoD policies, standards, and best practices related to obsolescence and sustainment.

  • Prepare and present detailed charts, metrics, and risk analyses to customers, program management offices, and leadership.

  • Provide health risk assessments of systems and components to inform decision-making.

  • Translate technical findings into actionable recommendations.

  • Draft, evaluate, and provide feedback for contract language to ensure OEMs and suppliers actively monitor and mitigate obsolescence.

  • Support acquisition teams in integrating DMSMS requirements into contracts and sustainment plans.

Job Requirements:

  • U.S. Citizenship

  • Bachelor's degree in Engineering or related technical discipline (Master's preferred).

  • 2 years system design experience

  • Active DoD secret clearance.

  • Demonstrated experience in obsolescence management, sustainment engineering, or lifecycle management for Army/DoD programs.

  • Proficiency with contract language, Army acquisition policies, and procedural compliance.

  • Strong knowledge of DMSMS tools, forecasting methods, and supply chain risk management.

  • Skilled in ISO 9001 compliance, data integrity, and audit preparation.

  • Advanced ability to prepare, present, and brief technical data to senior leadership.

  • Excellent written and verbal communication skills with the ability to bridge technical and executive-level discussions.

Preferred Qualifications:

  • Experience with Army program management, sustainment logistics, and configuration/change control.

  • Ability to lead cross-functional teams and manage supplier relationships effectively.
