Summary:

The Project Analyst will develop and maintain support as outlined in this task. Project Analyst support activities include development and maintenance of branch templates, reports, and presentations in support of the C5ISC Communications Product Line (COMPL). Personnel performing enterprise project manager/administration activities require thorough knowledge in the enterprise application of Microsoft Project and project management fundamentals as described by the Project Management Institute Coast Guard project management policies. Task order contracting officer may authorize a trade-off between education requirements and specific experience of sufficient duration to ensure adequate proficiency.


Responsibilities

Essential Job Functions:

  • Assist Government Project Officers in exercising full technical and administrative responsibility for initiating, planning, executing, and evaluating C5ISC projects for Communications Product Line asset lines and systems.
  • Supports the procurement process by developing statements of work (PWS) for projects to meet project requirements and ensure successful vendor solicitation and supports the vendor selection.
  • Supports project management to include assisting with planning, budgeting, and fiscal management of projects, applying sourcing strategies, performing vendor management, business case analysis, and post-investment audits strategies & submitting recommendations to government project.
  • Recommends and justifies product selections based on customer requirements, enterprise architecture guidelines, and security Records management guidelines, technology feasibility, and financial feasibility documents and assists government project managers to deploy COTS suites and custom software development solutions using standard tools and architectures.
  • Serves as an advisor to RMS Asset Line Managers, system engineers, and project managers on project management, resource and knowledge management issues and provides recommendations are tenable, cost effective, and within established policies, standards, and guidelines.
  • Assists government personnel in determining priorities, integrating team efforts, and serving as a focal point and MS Enterprise Project Subject Matter Expert (SME) on project processes.

Qualifications

Necessary Skills and Knowledge:

  • Ability to utilize critical thinking to address gaps in provided work instructions or workflow documentation.
  • Demonstrated ability to conduct research, analyze resulting information and document observations required.
  • Must be detail-oriented and able to handle multiple priorities concurrently.
  • Must possess strong interpersonal communications and teamwork skills.
  • Strong proficiency with Microsoft Office, especially Word, Excel, SharePoint, and PowerPoint.

Minimum Qualifications:

  • Minimum 3-5 more years of demonstrated experience required.
  • Secret clearance required.
