Statement of Purpose

To assist in the development, advancement, and oversight of the AbilityOne Base Supply Center (BSC) Program, to include pursuing new opportunities, providing guidance to BSC operators to enhance current program, aid in the resolution of issues (both competitive and policy), and ensure the mission of the BSC Program aligns with that of the AbilityOne Program.



Supervision

Works closely with the Director, Base Supply Center Program for guidance to accomplish objectives pertaining to supporting the AbilityOne Base Supply Center Program.



Education

A bachelor's degree in accounting, Business Administration, Retail Management, or Logistics Management from a regionally accredited university or college preferred. An equivalent combination of education and experience may also be acceptable.

Experience

A minimum of eight (8) years of experience in retail store management, sales, marketing, and/or logistics/supply chain management. Experience or knowledge of Department of Defense (DOD) and Federal Government acquisition practices, supply chain processes and overall logistics mission requirements is strongly preferred. Experience in government contract negotiations, rules, and regulations are preferred. Ability to access government installations a plus.

Specific Duties and Responsibilities

Organizational & Leadership



  • Track and report on all new and potential BSC opportunities (projects and blind work years) for NIB leadership.
  • Collect and analyze specific information pertaining to AbilityOne/commercial sales, employment, upward mobility, Essentially-the-Same (ETS), and Small Business purchases.
  • Provide management with a summary of findings along with any specific action item recommendation.
  • Prepare monthly BSC sales and employment reports for NIB accounting and leadership.
  • Provide Director, Base Supply Center Program input for the monthly and quarterly program updates as required to NIB leadership and NPA CEOs
  • In coordination with the Director, Base Supply Center Program, prepare agendas for monthly BSC operator teleconferences.
  • Control expenses and manage resources effectively to meet NIB budget requirements.



Program Support



  • Work with NPA and NIB personnel to develop collateral and marketing plans to support new BSCs and outreach campaigns for all existing BSCs, including the coordination of distribution and instruction on use of collateral.
  • As needed, serve as an interface between the BSC operating NPAs and suppliers, to include DLA and AbilityOne manufacturers, to resolve any supply chain, compliance or excess inventory issues that may arise.
  • Coordinate closely with NIB Compliance Department on BSC compliance and Best Practices inspections. Track and archive all BSC compliance inspection findings and assist as needed in any follow-up or corrective actions required by the NPAs.
  • Position will collaborate with other designated staff to develop, implement, and manage various distribution and logistics programs. Specific emphasis on improving the supply and delivery of AbilityOne products for the Base Supply Centers by coordinating efforts with AbilityOne manufacturing agencies and conducting periodic meetings with NIB Channel Management.
  • Perform various analysis of the Base Supply Center Program to ensure program goals are being met. Identify areas of improvement, reduce costs, and increase the employment opportunities offered through the operation of Base Supply Centers.
  • Identify and develop store/distribution function or other projects at military and civilian installations with Director, Base Supply Center Program.
  • Provide input and guidance in negotiations and developing No Cost Service Contracts between NPAs and government customers.
  • Keep all parties updated and informed as to stores/distribution functions/or other projects development progresses.
  • Develop and deliver presentations that outline the benefits of the BSC Program to all key stakeholders and the requirements associated with developing a new BSC opportunity.
  • Prepare and present informational briefings and executive overviews, as required, on the BSC Program to a range of audiences, including military and federal government customers, GSA, NPA CEOs/leadership and contracting activities.
  • Manage policies set forth by NIB Board Policy on Base Supply Centers



Commission Support



  • Coordinate the addition of new opportunities to the Procurement List (PL), including the development of required forms, working with the NPA, customer, and AbilityOne Commission to ensure all requirements are met, and executing the addition package promptly. Prepare, submit, and track PL additions and other required packages to the Commission via NIB's Procurement List Portal (PLP) system.
  • Maintain the BSC Assignment List. Periodically review status of all agency assignments and business plans. Coordinate with the NPAs to prioritize and develop the most promising assignment opportunities and work with NIB Business Development team to assist in the process.
  • After conducting periodic assignment reviews, responsible for publishing the BSC Assignment List two times a year in the NIB this Week Newsletter/Publication.
  • Work closely with the AbilityOne Commission to develop strategies to protect the BSC channel from threats.
  • Support CA agreement requirements by providing BSC sales and Employment Data.
