Requisition Id15404 Overview: Oak Ridge National Laboratory (ORNL) is seeking aSeniorTechnical Project Managerto support the design and construction of theSecond Target Station (STS)-a major Department of Energy project valued at approximately$2 billion.This role is part of theConventional Facilities (CF)STS Project team. The STS will expand capabilities at ORNL'sSpallation Neutron Source (SNS), enabling cutting-edge neutron scattering research across a wide range of materials. The project includes construction of multiple new facilities: theTarget & Instrument Building,Ring to STS Tunnel (RTST), andCentral Utilities Building (CUB). Design will be led by an externalArchitectural/Engineering (A/E)firm, with construction executed through aConstruction Manager/General Contractor (CM/GC)model. Major Duties/Responsibilities:
- Lead the planning, design, and construction of the STS conventional facility projects, managing A/E and CM/GC contracts throughout execution.
- Coordinate cross-functional teams-including designers, cost estimators, contractors, and project stakeholders-to ensure alignment on technical requirements, scope, and interfaces.
- Oversee development and implementation of key project documents such as statements of work, execution plans, risk management strategies, budgets, and schedules.
- Monitor project progress using earned value metrics, cost forecasting, and schedule analysis to ensure on-time, on-budget delivery.
- Ensure design and construction activities meet applicable safety, quality, and environmental standards through rigorous oversight, field verification, and quality assurance.
- Facilitate timely responses to RFIs, submittals, and design changes while maintaining open communication across all project interfaces.
- Support project readiness for operational turnover and represent the project at reviews, conferences, and stakeholder meetings.

Basic Qualifications:
- A BS degree in engineering, architecture or related.
- At least 8 years of experience in technical project management, including direct oversight of design and construction activities.
- Experience managing contracts with A/E firms and CM/GCs.
- Proven ability to lead multidisciplinary teams through the full project lifecycle-from requirements development to construction execution.
- Proficiency in interpreting architectural and engineering drawings.
- Familiarity with industry-standard design and construction software (e.g., Bluebeam, Prolog, ProCore, ProjectSight).
- Ability and willingness to travel domestically and internationally.
Preferred Qualifications:
- Advanced degree in engineering, architecture, or related field.
- Licensed Professional Engineer (PE) or Registered Architect.
- PMP or equivalent project management certification.
- Experience managing large-scale (> $25M) design and construction subcontracts.
- Prior experience managing projects under DOE Order 413.3B and related DOE regulations (e.g., 10 CFR 851).
- Demonstrated success in DOE line-item capital projects or similar federally funded projects.

- This position requires the ability to obtain and maintain an HSPD-12 PIV badge.
- For employment at Oak Ridge National Laboratory (ORNL), a Real ID compliant form of identification will be required.
