Job Description
Primary Purpose Develop, lead and manage the regulatory policy and compliance programs from a commercial front office perspective including: tracking, identifying, analyzing existing, changing and new regulatory laws and requirements in energy markets; providing guidance to senior management about these requirements; creating and completing regulatory compliance obligations related to environmental products including RECs, Carbon Offsets, Responsibly Sourced Gas Certificates, etc.; maintaining front office employee annual training programs; serving as regulatory policy subject matter expert and contact across the Infrastructure businesses; representing the interest and initiatives of Infrastructure business by actively participating in various industry policy stakeholder meetings; and managing and developing direct reports supporting the daily operations of the commercial optimization group activities.
Duties and Responsibilities
- Develop, lead and manage the regulatory and compliance programs for the Commercial Optimization group. Prepare and submit regulatory compliance obligations both internally and externally to ensure all compliance obligations are met in a timely manner. Identify, analyze and communicate new or modified regulatory requirements impacting the business and develop and continually implement enhancements and modifications to the compliance program to reflect such changes. Serve as the subject matter expert and point of contact for Operations Center employees on regulatory compliance questions and issues. Develop and administer regulatory compliance training for Operations Center employees, including customizing training for specific groups within the business unit; and serving as the subject matter expert on regulatory training development and program management. Represent OC business unit in corporate wide initiatives and promote commercial optimization interests. Serve as an effective liaison to facilitate inter-company matters.
- Perform due diligence and regulatory research and strategic analysis for commercial trading, marketing or development projects, ensuring that respective teams are appraised of regulatory developments impacting project scope, economics, costs or schedule. Develop reports and communications to keep senior management and key employees apprised of regulatory requirements and related developments. Participate in stakeholder events, market forums and other commercially important activities to participate and/or advocate on behalf of SI from a commercial perspective.
- Develop and manage comprehensive compliance programs to address various aspects of SI's commercial activities, such as California Cap-and-Trade, RECs management, RSG certification, Voluntary Offset tracking and Offset project management, ISO Tariff Compliance, Business Resumption and Continuity, as well as compliance with risk management and corporate policies.
- Perform other duties as assigned (no more than 5% of duties).
Qualifications
Required Qualifications
- Bachelor's degree in Economics, Political Science, Environmental Policy or Finance.
- 7+ years of professional experience in legal or regulatory affairs or in a compliance function or equivalent training and or experience.
- Understanding of regulatory issues, regulations and legal terminology.
- Ability to analyze complex issues.
- Excellent speaking and writing skills.
- Thorough knowledge of computer-based legal research and other legal/regulatory research tools.
- Ability to work quickly and efficiently, and under time constraints.
- Outstanding organizational skills.
- Excellent interpersonal skills.
- Ability to interact effectively with employees at all levels of the organization.
- In-depth understanding of corporate structure and regulations affecting our business.
- Extensive knowledge of regulatory rules applicable to rates and tariffs.
- Ability to effectively present to senior management and skillfully advance best interests of the organization.
- Must be willing to travel.
Preferred Qualifications
- Master's degree in Law or Environmental Policy.

Work Schedule
HYBRID: Work a combination of onsite and remote days each week, typically 4 days per week onsite.
