Job Overview
The Performance and Configuration Branch Manager will provide leadership to the Performance and Configuration team. The Performance and Configuration Branch Manager will actively participate in project planning, estimating, negotiations, execution, closeout, and related project requests. The Performance and Configuration Branch Manager will adhere to the requested customer process/tracking metrics to ensure plan efficiencies and manage business improvement initiatives. This position is internal to current NASA/White Sands Test employees Only. Work Model: Onsite/In-Office
Responsibilities
Essential Duties &Job Functions:
- Maintain financial project performance, work and operational performance including close monitoring of budget parameters, customer satisfaction, and safety trends for the Facilities Department.
- Direct supervision and/or oversight of: Work Control team, drafting/GIS technicians, project coordinators and administrative staff. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; timekeeping and leave management; appraising performance; rewarding and disciplining employees; addressing complaints and resolving issues in accordance with the organization's policies, collective bargaining agreement, and applicable laws.
- Implement project goals and direction provided by the Program Manager including motivating employees to perform, listening, and providing feedback to employees, recognizing strengths, identifying weaknesses, providing coaching and challenging opportunities.
- Analyze, identify, and manage potential and actual risks. Implement corrective action of day-to-day issues and anticipate impact on scope, schedule, quality and cost of more serious issues and risks. Monitor, review and adjust internal processes to improve effectiveness of daily work activities.
- Anticipate potential deviations from plans or schedules. Properly inform all pertinent parties of recovery measures being implemented. Identify and report to the Program Manager the management of issues, risks or the need to alter requirements, add extra resources and efficiencies.
- Work directly with the customer to update the CMMS to capture reportable data and report monthly to the customer. Ensure CMMS asset entries are in line with the established goals.
- Create a structure for project documentation and ensure project team understands and consistently uses the methodology.
- Define acceptance criteria, working with specialists if required, to meet project deliverables. Put measures in place to keep all pertinent parties properly updated with status reports and/or briefings.
- Understand, review, and monitor a structure for project assets including digital assets and ensure project team understands and consistently uses the methodology.
- Create and use Gantt charts, spreadsheets, metrics, or other appropriate tools to manage and track work/activity assignments.
- Generate a variety of documents including requirement/design specifications, contracts, schedules, employee and project reports, meeting agendas, minutes, status reports and email.
- Conduct all written and verbal communication in a professional and diplomatic manner. Communicate all ideas and direction in a non-confrontational manner in one-to-one situations, small groups, and before large audiences.
- Respond to site emergencies, as required including provide support and resolution assistance.
- Performs other duties as assigned in support of the Facilities department.
Job Requirements
Mandatory:
- Eight (8) or more years in a facilities, industrial plant, assembly/maintenance, or operations management position with a bachelor's degree in a related field or twelve (12) years of experience without a degree.
- Five (5) or more years' experience managing activities/personnel on government (state or federal) contracts.
- Ability to pass pre-hire background and drug screen.
- Ability to obtain and maintain the required level of clearance.
- U.S. Citizenship.
- Valid state driver's license with acceptable driving record.
Working Conditions:
- Work is primarily on-site at the WSTF campus; may include occasional travel to other NASA centers or technical workshops.
- Exposure to industrial environments including high-pressure systems, cryogenics, and hazardous testing conditions.
- Use of personal protective equipment (PPE) is required in designated areas.
- Ability to remain in stationary position, often standing, for prolonged periods and working on elevated platforms.
- Ability to travel around the facility, often in rough terrain, as well as climbing ladders.
- Walking on uneven terrain including paved areas, gravel/rocks, and dirt/sand is required to access various locations on the facility.
- All work must be completed in a safe manner in accordance with NASA and Company safety standards.
- Work hours are subject to change, with weekend and/or holiday work as needed. May be required to work outside normal duty hours.
Physical Requirements:
- Work is performed primarily in an office setting. This job may involve walking, standing, bending, reaching, and handling of items weighing up to 50 pounds.
- Work requires the ability to operate a computer, effectively communicate information in verbal and written form, read and review information.
- Position is located on a hazardous testing facility; must be able to quickly evacuate buildings in the event of an emergency.
- May be required to wear breathing protection (respirator), hearing protection, eye protection and other associated personal protective equipment.
