Buckeye Partners is currently seeking an Operations Manager, Processing & Terminals with experience in Crude Distillation operations to join our team!

Role Summary:

The Operations Manager, Processing & Terminals role is responsible for managing all refining and terminal operations, including environmental compliance, US coast Guard, DOT and OSHA PSM regulatory compliance requirements. Additionally, the Operations Manager, Processing & Terminals is responsible for all production, product quality control, receipt, storage, and inventory control assisting in the overall operation and maintenance of the site.

Essential Duties & Responsibilities include:




  • Refinery Operations. Reviewing process variables and laboratory analysis to make Operating decisions; Review Refinery Operations reports on Yield, Responsible for up to 12 hourly direct and contract operations support employees. Responsible to ensure that direct and contract employees are fully trained and qualified in various job duty stations. Serves as initial Incident Commander during all plant and terminal emergencies. Responsible for initial emergency plant and terminal notifications. Equipment Reliability Operating Envelopes, Energy Management and Product Inventory; Ensure Equipment Reliability Operating envelopes are closely followed during and that required data is recorded and reviewed; Preparing Work Orders including those for Emergency work. Steward their prioritization and prompt execution per reliability guidelines; keeping the facility in good working order and acceptable appearance and maintaining the facility to meet or exceed company standards.



  • Product Control. Receiving, storing, and distributing of petroleum products via pipeline, and trucks, following all product movement, measurement and quality control procedures.



  • Regulatory Compliance. Ensuring compliance with all environmental regulations, safety directives and operating procedures, including Coast Guard, local, state and federal environmental agencies. This includes all air, hazardous waste generation and wastewater discharge permit requirements and compliance.



  • Customer Service. Maintaining a good relationship with all terminal customers, responding to their inquiries and needs as required.



  • Emergency Response. Responding to emergencies and participating in annual emergency response training drills.



  • Inventory Control Systems. Maintaining all computer inventory control systems and participating in any inventory issue investigations.



  • Annual Budgets. Assisting in compiling annual project lists and costs for annual budget purposes at each terminal.



  • Projects. Assisting in long term maintenance capital programs for each site.



  • Personnel management. Interacting effectively with operators, other engineering and professional staff, and colleagues. Participates in the development and implementation of the Operator Training program, while arranging for hands-on training, written and practical exams, critical task certifications, and special training (tank gauging and sampling, gas testing, etc.). Reviewing and managing Process Operators work schedule and overtime



  • And other duties as assigned.





Position Requirements:




  • High School Diploma or equivalent required.



  • 10+ years related experience in terminalling, pipeline or refinery operations preferred.





Certificates & Licenses:




  • None required





Other Skills, Attributes and Abilities:




  • General knowledge of distributed control system (DCS), equipment and maintenance of pumps, compressors, boilers, meters, truck loading rack required.



  • General knowledge or experience in the petroleum industry is required.



  • Inventory control and/or accounting background would be a plus.



  • Familiarity with computerized inventory control systems and truck rack automation systems desirable.



  • In order to be successful in this position, one must possess a strong leadership ability and excellent analytical skills.



  • Good communication and problem-solving skills are also required.





Essential Functions:




  • This position requires the ability to safely and successfully perform essential job functions consistent with ADA, FMLA and other federal, state and local standards, including meeting qualitative and or/quantitative productivity standards.



  • This role requires the ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards.



  • This position requires compliance with all personnel policies.





Physical & Safety Requirements:




  • This person must meet medical criteria established by OSHA for emergency response.



  • Position may require exposure to adverse weather conditions, hazardous environments and require the physical stamina to climb tanks, work long hours in the field and wear a respirator.
