Job Summary:


Qlarant is seeking a seasoned Financial Analyst III to join our team and play a pivotal role in driving financial soundness and strategic decision-making within the organization. This full-time, regular/at-will position is based in Maryland and offers a salary range of $90,000 to $125,000 annually, with no travel required. As a Financial Analyst III, you will leverage your advanced financial experience to facilitate comprehensive financial analysis, including budgeting, forecasting, and variance analysis. You will work closely with cross-functional teams to provide experienced-based recommendations to optimize financial performance and mitigate potential risks. Your role will involve gathering detailed financial reports and presentations for management, ensuring accuracy and compliance with regulatory requirements. You will own key financial analysis responsibilities, from costing out company resources to formulating data specific to the customer, as well as writing business narratives to maximize contract wins. You will prepare cost proposal documents for RFQs, RFPs, and modifications, including FTE analysis, other direct costs, contract funding, and business narratives. Additionally, you will work with subcontractors to determine their staffing levels, negotiate costs, and refine their proposals for final submission. Proactive communication with the customer is essential to ensure all financial requirements are fully met when cost proposals are submitted. You will drive the correction of significant over or under-spending trends through recommended courses of action by evaluating financial performance, identifying trends, and driving improvements. Your role will also involve communicating with internal and external teams to find innovative solutions that protect the company's interests by advising senior management on financial plans, acquisition activity, new business planning, and operating forecasts. You will provide insight and formulate recommendations for financial reporting systems, internal controls, and policies and procedures to enhance financial management capabilities. Furthermore, you will formulate recommendations for policies, procedures, controls, or actions by directing the preparation of studies, reports, and analyses in various financial areas. Lastly, you will facilitate training sessions and provide manuals to improve staff understanding of the budgeting and planning process by guiding corporate training activities to train non-financial staff on contract matters.



Essential Duties and Responsibilities:


  • Owns responsibility for key financial analysis responsibilities, from costing out company resources to formulating data specific to the customer, as well as writing business narratives when required, to maximize contract wins.
  • Prepares cost proposal documents for RFQs, RFPs, and modifications including FTE analysis, other direct costs and contract funding, and business narratives.
  • Works with subcontractors to determine their levels of staffing, negotiate their costs, and refine their proposals for final submission.

Required Experience

Education (education can be substituted for experience):



  • Minimum Bachelor's Degree
  • CPA, CMA, or CGFM desirable



Work Experience (experience can be substituted for education)



  • Minimum of 5-7 years experience
  • Minimum of 8-11 years experience preferred
  • Proven track record of developing and managing complex financial models
  • Experience with budgeting, forecasting, and variance analysis
  • Experience in preparing cost proposals for RFQs, RFPs, and contract modifications
  • Experience in negotiating costs and refining proposals with subcontractors
  • Experience in communicating financial requirements and proposals to customers
  • Experience in evaluating financial performance and identifying trends
  • Experience in advising senior management on financial plans and forecasts
  • Experience in formulating recommendations for financial reporting systems and controls
  • Experience in providing financial training and guidance to non-financial staff
