Job Announcement

Join the Park Authority and our nationally recognized team of professionals! You will be working as a part of one of the most highly regarded park systems in the country. With more than 25,000 acres of parkland, nine Rec Centers, eight golf courses, three lakefront parks, and more, FCPA is an exciting organization to be a part of and there are many opportunities for staff to make a difference at every level. Under the general direction of the branch manager for park development, directs the concept level planning for assigned park master plans, and manages design and construction projects. This position is responsible for independently managing projects involving multiple agencies, community stakeholders, and project-based matrix organization teams. Directs and manages all phases of capital development projects to include scoping, design, and construction. Supervises professional, paraprofessional technical and administrative personnel assigned to projects. Ensures projects are completed within the approved scope, budget, and schedule. Serves as the acting branch manager in his/her absence.


Illustrative Duties

  • Reviews final detail plans and specifications prepared by the Design Division;
  • Supervises and coordinates the preparation and scheduling of detail plans and contract documents as they pertain to storm drainage, roads, parking lots and recreational structures;
  • Supervises and coordinates the adoption and revision of specifications used to establish design requirements, quality of workmanship and general conditions which affect all projects funded and built for the County;
  • Supervises the preparation of special reports and feasibility studies as needed by the Board Members, agency, Director or Assistant Director;
  • Ensures that all comments received from other County agencies are incorporated into contract documents prior to advertising for bid;
  • Reviews all work submitted by architectural, landscape architectural and engineering consultants;
  • Meets with citizens, civic associations, County staff, etc. to discuss master plans, detail plans, survey questionnaires, property surveys, individual problems or complaints;

Required Knowledge Skills and Abilities

  • Knowledge of the theory and practice of landscape architecture;
  • Knowledge of park planning;
  • Knowledge of construction practices;
  • Knowledge of architecture, engineering and landscape architecture drawing and illustration practices;
  • Ability to collect data, evaluate it and, from it, prepare special plans and/or reports;
  • Ability to maintain effective relationships with the public, County employees and Park Authority employees;
  • Ability to speak and write effectively;
  • Ability to plan and coordinate the work of professional and technical employees in landscape architecture and/or park planning;
  • Ability to supervise the work of others.

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university in landscape architecture (four- or five-year course) or a related field; plus, three years of progressively responsible experience in landscape architecture and/or park planning.

PREFERRED QUALIFICATIONS:
  1. At least four years of project management experience on various scale projects.
  2. Experience includes planning, scope, budget development, site assessment, coordinating land acquisition, consultant selection, negotiations, contract management, design, quality control, and construction administration.
  3. Management experience with the approval and permitting phases of the development process, including land use and entitlement process to ensure approvals are in line with county proprietary and regulatory requirements.
  4. At least two years of experience of local, federal, and state, building and site development codes.
  5. Experience with financial and budgetary planning at the project and program level.
  6. Information technology skills including use of Microsoft Office software such as Word, Excel, PowerPoint, and Project.
  7. Experience with making presentations to both public and staff audiences, including community outreach meetings, public zoning hearings, and boards and commission presentations.
